THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

Under the direction of an assigned Human Resources administrator, operate electronic fingerprint equipment to assure accurate criminal background checking of applicants for employment; prepare, maintain and process related forms, applications and records. ESSENTIAL FUNCTIONS: Operate electronic fingerprint equipment to assure accurate criminal background checking of applicants for employment; fingerprint applicants according to established procedures; process fingerprints and applicant information and forward to the Department of Justice (DOJ); retrieve clearance report from the DOJ; maintain confidentiality of sensitive information. Greet visitors, explain fingerprinting process, distribute appropriate paperwork and assist applicants with completing required forms and applications. Verify and input applicant information into an assigned computer system; maintain automated records. Communicate with personnel and the Department of Justice to exchange information and resolve issues or concerns. Receive faxes, telephone calls and messages for fingerprinting appointments; schedule fingerprinting activities. SEE ATTACHED JOB DESCRIPTION FOR COMPLETE LIST OF JOB DUTIES.

MINIMUM QUALIFICATIONS: Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to: EDUCATION: Graduation from high school and; EXPERIENCE: One year general clerical experience > English/Spanish Bilingual preferred EXAMINATION PROCESS: The examination process for this classification may consist of: > A written in-person examination (Tentative date: 04/16/2026) and; > An oral board virtual examination (Tentative date: 04/20/2026). LICENSES AND CERTIFICATIONS: > Valid certification issued by the State of California to perform fingerprinting activities: (or the ability to obtain such certification within the first two weeks of employment). > This position may require employees to travel locally, and specifically, employees must be able get themselves to different locations during their workday. Employees will be responsible for ensuring that they can timely move between locations during their workday either via driving themselves with a valid driver’s license or using other modes of transportation, including a ride hailing service, taking a taxi, carpooling, bicycling, etc. ENVIRONMENT WORKING CONDITIONS: Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures. Employees are required to operate a vehicle to perform assigned work.
