THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

Job Summary
Under direction, develops and implements internal and external communication strategies for the San Mateo County Office of Education (Office) to promote programs, services, and progress toward strategic goals; elevates the communications team’s capacity to solve problems with impact; raises the Office’s public profile and increases awareness and support for strategic priorities; communicates and engages with diverse audiences; provides professional assistance to County Office of Education and school district staff; and performs related duties as assigned. CLASS CHARACTERISTICS This journey-level classification independently performs professional duties supporting strategy and communications. Positions exercise judgment and initiative, receive occasional instruction for new or unusual situations, and are fully aware of work unit procedures and policies. EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only) >Coordinates editorial production processes and supports internal and external communications. >Researches, develops, drafts, and edits digital and print content including newsletters, community reports, website content, media releases, and social media; coordinates with Multimedia Designer on related graphics. >Collaborates with and advises others on messaging, content, and presentation of online and printed materials; recommends improvements, optimization, and new communication methods. MINIMUM QUALIFICATIONS: Any combination of education and experience providing the job knowledge, skills, and abilities for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to a: EDUCATION: Equivalent to a bachelor's degree from an accredited college or university with major coursework in communications, journalism, English, marketing, or a closely related field; and EXPERIENCE: Three (3) years of increasingly responsible experience in professional level public/media relations. LICENSES AND OTHER REQUIREMENTS: This position may require employees to travel locally, and specifically, employees must be able get themselves to different locations during their workday. Employees will be responsible for ensuring that they can timely move between locations during their workday either via driving themselves with a valid driver’s license or using other modes of transportation, including a ride hailing service, taking a taxi, carpooling, bicycling, etc. EXAMINATION PROCESS: The examination process for this classification may consist of: 1. A review of supplemental questionnaires (submitted at the time of application); and 2. An oral board examination conducted virtually via Zoom (Date: TBD).
