Under the direction of the Assistant Superintendent/Vice President, Administrative Services, plans, organizes, directs, and oversees operational activities related to custodial, grounds, maintenance, sustainability, and college transportation services; responsible for exercising leadership in and developing District standards, ensures compliance with applicable federal and state laws and regulations; purchases equipment and supplies within assigned budgets; and performs related work as required or assigned.

 

DISTIGUISHING CHARACTERISTICS:

This class is distinguished from other Director-level facilities classifications in the following ways:

The Director, Facilities Planning and Logistics is responsible for facilitating program improvement initiatives and work directions related to facilities, construction, inspection, and energy savings; whereas the Director, Capital Projects is responsible for planning and directing capital projects functions and facility construction, and the Director, Maintenance and Operations is responsible for planning and directing the maintenance, repair, and operations of facilities.

 

REPRESENTATIVE DUTIES

E = indicates essential duties of the position.

The classification specification provides a summary of the typical job duties performed, along with the general nature and level of work performed by employees in this classification. Duties may include, but are not limited to, the following: 

  Directs, leads, and coordinates designated maintenance and operations, transportation, and preventative maintenance program functions of the District; may assume oversight of campus events operations as assigned. (E) 

• Provides policy-level direction to the District's facilities and operations, including maintenance, operations, grounds, custodial services, maintenance-related construction, remodeling, and energy management services. (E)

  Provides operational and managerial leadership for staff, both directly and through the management team, with a focus on fiscal acuity and accountability, training, and team building; selects, trains, motivates, supervises, mentors, and evaluates staff to ensure maximum use of individual and group skills, in order to provide optimal service to both internal and external customers. (E)

• Develops, modifies, and implements policies and procedures for maintenance and operations. (E) 

• Develops, oversees, maintains, and continuously evaluates the district-wide preventative maintenance plan, ensuring timely inspection, servicing, and replacement of systems and equipment to maximize operational efficiency, safety, and asset longevity. (E)

• Interprets, explains, and applies federal and state laws, District policies, procedures, and regulations. (E)

• Prepares and administers annual, short-term, long-term Maintenance & Operations budget expenditure and staffing plans for all areas within the Facilities department, and assists in developing the Facilities state funded maintenance, operations, and scheduled maintenance budgets; ensures that projections are aligned with planning and academic assumptions. (E)

• Develops, implements, and leads the District's sustainability program. (E)

• Supports district disaster preparedness and safety programs as related to facilities and infrastructure. (E)

• Serves as liaison with District faculty leadership to develop an understanding of academic priorities in order to coordinate the delivery of facilities services in a manner that best supports the academic mission. (E)

 •onfers with administrators and staff regarding assignments and activities; responds to questions and complaints and works to ensure satisfactory resolution. (E)

• Participates in the selection, training, and onboarding of new staff and recommends employment of direct subordinates. (E)

• Directs, schedules, assigns, reviews, and evaluates the work of staff; recommends and implements improved work methods and procedures. (E)

• Trains staff in work and safety procedures related to assignments and in the operation and use of equipment and supplies; ensures safe work practices and procedures are followed. (E)

• Oversees the management of the Facilities Work Order program, including receipt of maintenance requests for repair, replacement, preventative maintenance, and facilities remodeling; evaluates or oversees evaluation of requests; supervises data input to generate and close work orders; assigns or oversees assignment of work orders to appropriate area for completion; oversees verification that work orders are completed. (E)

• Conducts staff meetings to coordinate operational activities and communicates development [LH1.1]or instructions; develops and implements new practices and activities as necessary. (E)

• Authorizes purchase of supplies and equipment ensures adequate supply inventory; research and recommends purchases of equipment. (E)

• Interprets drawings, diagrams, specifications, and blueprints as required. (E) 

• Inspects work sites, works in progress, and work completed ensures conformity with work orders and specifications for assigned projects inspects contract work orders and specifications. (E) 

• Develops, oversees, and evaluates the advisability of contract work for assigned projects; inspects contract work for conformity with specifications. (E)

• Prepares and submits periodic and special reports regarding scheduled maintenance and capital outlay needs, plans and cost estimates; assists with special reports such as space inventory and physical inventory; prepares and maintains a variety of records and correspondence. (E)

• Prepares and responds to all local, state and federal entities ensuring licensing compliance within guidelines. (E)

• Ensures proper registration, licensing, insurance coverage, and inspection compliance for all District-owned vehicles in accordance with Department of Motor Vehicles (DMV) and other regulatory requirements; maintains accurate records and coordinates timely renewals and related documentation. (E)

• Safely operates District vehicles to conduct work, inspects and reviews campus maintenance projects. (E)

• Takes emergency calls and respond to emergencies during off-hours as necessary. (E)

• Represents the District in appropriate interactions with local and state offices, business organizations, community groups and others; investigates and resolves complaints generated by the local community, or internal District constituents that relate to areas of responsibility. (E)

• Provides coverage for Supervisors within the Maintenance & Operations department in their absence. (E)

• Perform related duties as required or assigned.

 

MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE: 

Minimum Qualifications:

Associate’s degree from an accredited institution, or the equivalent in college-level coursework AND seven (7) years' experience in HVAC installation, mechanical maintenance, facilities maintenance, carpentry or a related field 

 

Preferred Qualifications:

A bachelor's degree in engineering, architecture, industrial management, construction management or a related field AND five (5) years of experience at the managerial level overseeing maintenance and operations.

 

LICENSES AND OTHER REQUIREMENTS:

Must possess and maintain a valid California Class C driver’s license during the course of employment.

Must be willing to respond to emergencies during off-hours.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES: 

Receives administrative direction from assigned district leadership. Responsibilities include direct and indirect supervision to Maintenance Supervisor, Grounds Maintenance Supervisor, Custodial Supervisors, Operations Supervisor and potentially Campus Events and others as assigned.

Co-workers, administrators, faculty, staff, students, vendors, other agency constituents, and the general public. 

 

WORKING CONDITIONS:  

• Indoor and outdoor work environment. 

• Indoor and outdoor activity at District sites are required on an intermittent basis with exposure to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.

• Driving a vehicle to conduct work and to inspect and review campus maintenance and operations. 

• Working around machinery, moving vehicles or construction sites.[SB2.1]

• Weekend and off-hours work required when staff are present.

 

PHYSICAL DEMANDS: 

• Walking, bending and climbing as required to assess all District facilities. 

• Driving/operating a motor vehicle to conduct work. 

• Work in a standard office setting; using standard office equipment, including a computer.

• Dexterity of hands and fingers to operate standard office equipment.

• Work in various environments – outside, inside, and various District locations.

• Ability to read printed materials and a computer screen.

• Ability to communicate in person, before groups, and over the telephone.

• Hearing and speaking to exchange information. 

• Occasionally bending stooping, kneeling, reaching, pushing, and pulling.

• Ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

• Sitting for extended periods.
