THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

Job Summary
Under general direction; plans, organizes, and manages the operations and activities related to Business/enterprise resource planning (ERP) Systems and payroll services for the Districts; participates in the development of goals, objectives, policies, and procedures for assigned services and programs; plans, organizes, assigns, supervises, and reviews the work of staff providing support to payroll services and Business Systems/ERP support for school districts within San Mateo county; ensures accurate, timely, and compliant payroll processing; provides expert guidance to districts, and leads process improvement and training initiatives related to the Business/ERP system; oversees the preparation, processing, reconciliation, and maintenance of school district payrolls; provides highly responsible and complex professional assistance to the Executive Director of District Business Services in areas of expertise; and performs related duties as required. This is a management classification responsible for planning, organizing, reviewing, and evaluating payroll and Business Systems/ERP support functions and services. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include developing and implementing policies and procedures to ensure department efficiency and compliance with regulatory requirements. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses, guidance and support. Requirements / Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: EDUCATION: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in accounting, public administration, business administration, or a related field; and EXPERIENCE: Four (4) years of increasingly responsible public agency payroll and/or accounting experience. ENVIRONMENT WORKING CONDITIONS: Office environment. PHYSICAL REQUIREMENTS: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Ability to lift, carry, push, and pull materials and objects up to 10 pounds. EXAMINATION PROCESS: The examination process for this classification may consist of: 1. BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $1,300.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS).
