The Chief Business Official (CBO) serves as the chief financial and operations Official for the Southern California Regional Occupational Center, providing strategic executive leadership and direct oversight for all business, fiscal, and administrative functions. This includes comprehensive responsibility for budget development, financial planning, accounting, risk management, contracts, and compliance. The CBO directly supervises and directs the divisions of Business Services, Maintenance and Operations, and Information & Communication Technology, ensuring efficient, secure, and compliant infrastructure and systems that support the Center’s mission of delivering high-quality career technical education. The position acts as the primary advisor to the Superintendent/President and Board of Trustees on all financial, operational, and business matters and is part of the Superintendent's Executive Cabinet. ESSENTIAL DUTIES AND RESPONSIBILITIES Strategic Financial Leadership Develop, present, and administer the annual District budget in alignment with the ROC’s strategic plan and educational goals. Provide long-range fiscal forecasting and multi-year financial planning, including analysis of enrollment, funding streams (e.g., LCFF, Carl Perkins, grants), and operational costs. Serve as the primary advisor to the Superintendent/President and Board of Trustees on all financial and business matters. Prepare and present clear, concise financial reports, analyses, and recommendations to the Board, administration, and the public. Fiscal Management and Compliance Direct all accounting, auditing, payroll, accounts payable, and receivable functions. Ensure strict compliance with the California Education Code, Governmental Accounting Standards Board (GASB) pronouncements, Uniform Grant Guidance, and all other applicable laws, regulations, and policies.
