KNOWLEDGE AND ABILITIES The successful candidate will possess knowledge of: * Building codes, ordinances, and regulations of state and local authorities, including but not limited to the Department of the State Architect (DSA), State Allocation Board (SAB), Department of General Services, and the California Department of Education, Office of Public School Construction (OPSC). * Proposition 39 bond program administration, financial and performance audit requirements, and eligible uses of funds. * Pertinent safety orders of the State of Industrial Safety Division. * Public Contract Code, CEQA, DIR prevailing wage requirements, contractor prequalification, and public bidding procedures. * Methods, materials, and equipment used in school construction and modernization. * Principles of project and program management, budgeting, scheduling, and construction cost control. * Supervisory principles, employee training, and effective workflow management. * Current technology, construction management software, project tracking tools, and office applications. The successful candidate will demonstrate the ability to: * Plan, organize, and manage complex, multi-site facilities and bond-funded projects. * Read and interpret architectural plans, engineering drawings, and specifications. * Analyze bids, negotiate contracts and change orders, evaluate claims, and recommend cost-effective solutions. * Prepare high-quality written reports, Board presentations, and Citizen Bond Oversight Committee documentation. * Maintain strong working relationships with architects, consultants, contractors, and public agencies. * Ensure compliance with all regulatory requirements governing school construction and procurement. * Prioritize tasks, manage competing deadlines, and work independently with sound judgment.

EDUCATION, EXPERIENCE & CLEARANCE Education: Graduation from a two or four-year accredited college or university with a degree in construction management, architecture, or civil engineering is preferred. Experience: Five years of progressively responsible experience in construction or facilities project management, including specification development and project preparation. Experience working on school district projects and direct experience managing bond-funded construction programs is strongly preferred. Experience with DSA processes, CEQA documentation, public works compliance, and state school facilities funding (OPSC/SAB) is highly desirable. Completion of the CASH Maintenance & Operations Leadership Academy is highly desirable.. Clearances: Criminal Background Clearance & Tuberculosis Clearance
