Serves as a fiscal advisor to the Superintendent, and leads, plans, organizes, assigns, directs, and reviews the work of the Business Office, Facilities, Maintenance, Operations, Transportation, and Nutritional Services. Reporting and attendance at the Board of Trustees’ meetings will be required.

Minimum Qualifications & Abilities:
- Bachelor’s Degree in accounting/business or in fields related to position. Master’s Degree in business, management, finance, public administration, or other related field preferred.
- Possess knowledge of school business and fiscal services, including budget development, Generally Accepted Accounting Principles, auditing, collective bargaining, facility maintenance, purchasing, contracts, bidding procedures, transportation, fleet maintenance, warehousing, child nutrition, emergency procedures, and State Schools Facility Funding procedures.
- Experience in school facilities, including the developer fee and Mello-Roos programs, and enrollment projections.
- Knowledge of QSS/QCC, SACS and other educational software programs.
- Principles of statistics and accounting, and experience with MS Office Products.
- Office management principles, methods, and procedures.
- Legal provisions and requirements concerning business/financial matters related to school districts and for State and Federal categorical reporting, funding and expense reviews.
- Supervisory role in the areas of accounting, payroll, and purchasing.
- Interpretation of policies and implementation of procedures.
- Knowledge of development of LCFF/LCAP.
- Experience in public speaking.
Essential Functions:
- Formulates and recommends to the Superintendent, for approval and submission to the Governing Board, policies governing the operation and control of the Business Services, School Nutrition, and Planning, Facilities and Operations Departments.
- Serves as an advisor to the District’s Maintenance, Operations and Transportation Program for buildings, grounds, equipment, and transportation.
- Serves as an advisor to the District’s Nutritional Services Program.
- Serves as an advisor to the District’s warehouse operations.
- Serves as an advisor to the District’s Technology Department.
- Oversees the application of the District’s property and liability insurance, student, and employee health and welfare programs.
- Provides administrative direction for the budget and accounting functions of the District.
- Conducts financial projections and analysis of District income and expenditures, including multiyear analysis and multi-funded cash flow analysis for facility projects.
- Prepares financial projections and impact analysis for District negotiations with employee bargaining groups.
- Prepares, develops, monitors, and revises the District budget.
- Maintains the District’s financial integrity by implementing sound fiscal plans, internal control systems, audit activities, and system conversion and integration.
- Plans, organizes, and controls the budget development and monitoring process.
- Plans and directs the District’s internal and external audit processes.
- Communicates regularly with Cabinet and District Leadership members regarding site and program fiscal management.
- Develops improvements to accounting, payroll, and purchasing systems.
- Directs personnel in payroll preparation, accounts payable, accounts receivable, attendance accounting, and purchasing.
- Participates in the selection, training, and evaluation of the Business Services Department employees.
- Directs the purchasing functions for the District, including coordination and maintenance of vendor contracts; prepares, reviews, and awards bids; audits purchasing functions to ensure legal compliance; oversees the research of available vendors and negotiates pricing; oversees the development of internal control systems and bill-back guidelines.
- Establishes accounting procedures for property and equipment inventories.
- Maintains knowledge of current and pending legislation related to assigned activities; researches and implements federal and state required accounting changes, including policies and procedures development and implementation, and trains appropriate staff.
- Serves as the district liaison between the County Office of Education and State Department of Education related to fiscal guidelines.
- Compiles and reports information for the District’s Tax and Revenue Anticipation Notes, General Obligation Bonds, Developer Fees, Community Facility Districts (CFD), including related cash flow analysis.
- Plans, creates, and assembles data for presentation to the Board and other advisory groups.
- Completes all necessary reports, functions, and reviews for all financial reporting required by county, state and federal regulations.
- Provides oversight for mandated costs.
- Communicates regularly with the Superintendent and Assistant Superintendent-Educational Services on all fiscal matters.
- Responsible for the financial updates, implementation, and monitoring of the District’s CONAPP, LCAP, Title III, and Migrant DSA.
- Coordinates programs and manages all sales, leases, loans, and purchases of District real and personal property.
- Oversees the collaboration of the Shafter Community Garden Project.
- Performs other duties as assigned by Superintendent or designee.
