About the Employer

Hartnell College is one of the oldest institutions of higher education in California. Founded in 1920 as Salinas Junior College, the school was renamed Hartnell College in 1948, and the Hartnell Community College District was established the following year. The College is preparing to join with its students, employees, alums and the greater community to celebrate its Centennial, beginning in Fall 2019. Hartnell moved into a new building on its current 54-acre site, at 411 Central Ave. in Salinas in 1936. The Main Campus is located in Monterey County, just a 25-minute drive from the scenic Monterey Peninsula and the Monterey Regional Airport. Its Alisal Campus in east Salinas, opened in 2014, houses its Agricultural Business and Technology Institute, its Sustainable Design and Construction Center, a diesel program, an automotive technology program and its computer science program. Hartnell also holds classes at its education center in King City, opened in 2002, and at numerous off-campus locations in north and south Monterey County. Thanks to a $167 million local bond measure – known as Measure T – approved by district voters in 2016, it is preparing to expand that facility and open new centers in Soledad and Castroville, as well as a new state-of-the-art building for its nursing and allied health programs on the Main Campus. Along with renovation of two classroom buildings and new landscaping, also on the Main Campus, those projects are scheduled for completion by 2021. The College serves the Salinas Valley, a fertile agricultural region some 10 miles wide and 100 miles long, as well as part of southern San Benito County. It draws most of its annual enrollment of 17,000 students from Salinas and the communities of Bradley, Castroville, Chualar, Gonzales, Greenfield, Jolon, King City, Lockwood, Moss Landing, San Ardo, San Lucas and Soledad. Students also come from Monterey Peninsula communities and elsewhere in California’s Central Coast, as well as from other states and countries. All are drawn Hartnell's academic excellence and focus on the success of students in its four-year transfer, nursing and technical programs, as well as a proud tradition in intercollegiate athletics, with 12 men’s and women’s teams.

Description

 

Part-Time, Hourly Counseling Instructor - Rising Scholars Program 

 

Hartnell College is currently accepting applications to establish a pool for future part-time in-person counseling assignments to support the Rising Scholars Program, which serves justice-impacted students both on campus and within correctional and juvenile facilities across Monterey County.

 

The Rising Scholars Counselor supports justice-impacted students enrolled through Hartnell College at multiple instructional sites, including Monterey County Jail, Correctional Training Facility (CTF) in Soledad, Salinas Valley State Prison (SVSP), Monterey County Juvenile Hall, and the Monterey County Youth Center.

 

The counselor provides academic, career, and personal counseling through various modalities, including in-person appointments, drop-in sessions, and limited Zoom meetings. Most counseling will take place at in-custody locations, with additional on-campus appointments and occasional evening or nontraditional hours as needed.

 

Starting: Academic Year 2026 (Spring Semesters)

Appointment Hours: 10-12 hours per week, Monday through Friday; evenings and weekends by arrangement.

EXAMPLES OF DUTIES / REPRESENTATIVE RESPONSIBILITIES 

 

Counseling and Student Support 

 

• Provide individualized academic, career, and personal counseling to help justice-impacted students set goals, develop education plans, and progress toward degree or certificate completion.

• Utilize culturally responsive, trauma-informed, and strength-based approaches to support incarcerated and reentry students.

• Offer drop-in and scheduled appointments to help students overcome barriers such as emotional adjustment, motivation, and confidence as they transition back to school.

• Conduct workshops and orientations on educational planning, transfer readiness, institutional navigation, financial aid, and career pathways.

Evaluate transcripts from California and out-of-state colleges to ensure proper degree and transfer alignment.

• Provide advocacy support letters for probation, parole, or court officials to facilitate educational and reentry goals.

• Serve as a liaison between Hartnell College Student Services departments and Rising Scholars students to ensure access to resources such as Financial Aid, EOPS, and Basic Needs.

• Support in-custody and on-campus students in completing Hartnell's full matriculation process, including application, orientation, placement, educational planning, and registration.

 

Program and Community Collaboration 

 

• Serve as a campus advocate and ambassador for justice-involved students, promoting equitable and inclusive counseling practices throughout the college.

• Collaborate with Rising Scholars staff, instructional faculty, and correctional partners to ensure holistic student support.

• Partner with campus departments such as Financial Aid, Mental Health Services, and Basic Needs to provide wraparound services.

• Conduct outreach and recruitment within correctional facilities and community-based reentry programs to expand educational opportunities.

• Maintain partnerships with local probation and parole departments and build transfer pipelines with Project Rebound and Underground Scholars programs at four-year institutions.

 

Administration and Program Support 

 

• Assist with program administration, data collection, and grant reporting to measure outcomes and program effectiveness.

• Maintain accurate student records and comply with FERPA, Title 5, and CDCR education standards.

• Engage in ongoing professional development to remain current on best practices and legislation affecting justice-impacted populations.

• Contribute to the evaluation and improvement of the Rising Scholars Program using data-driven and equity-centered practices.

 

COLLEGE-WIDE FACULTY RESPONSIBILITIES 

 

• Participate in program and curriculum review and development, as appropriate.

• Post and maintain office hours for student consultations, consistent with HCFA contract requirements.

• Engage in student recruitment and articulation programs when applicable.

• Participate in faculty recruitment and peer evaluation.

• Contribute to assignments and activities supporting accreditation, institutional planning, and institutional effectiveness.

• Serve on college committees and participate in college governance processes.

• Attend faculty meetings, professional development, orientations, and assemblies as required.

• Support partnerships with four-year institutions and industry employers to enhance student access to internships, bridge programs, and career pathways.

• Utilize student learning outcomes (SLOs) to improve teaching, learning, and service delivery.

 

Typical Qualifications

 

KNOWLEDGE, SKILLS, AND ABILITIES 

 

• Ability to develop and deliver curriculum or counseling programs through multiple instructional modalities.

• Knowledge of educational planning, articulation, and transfer processes for community college students.

• Ability to establish and maintain strong relationships with correctional and community-based partners.

• Knowledge of trauma-informed and equity-centered counseling practices for justice-involved students.

• Ability to develop, assess, and apply Student Learning Outcomes (SLOs) to evaluate program effectiveness.

• Ability to obtain CDCR clearance to enter the facilities.

MINIMUM QUALIFICATIONS

 

• Master's degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, career development, marriage and family therapy, or marriage, family and child counseling OR

• The equivalent
