BUDGET TECHNICIAN PRIMARY FUNCTION Under the direction of the Director of Fiscal Services, assists district administrators in preparing district budget; makes expenditure and revenue calculations; audits district budget printouts; prepares periodic budget related reports; may prepare salary benefit budgets and acts as liaison between accounting and personnel regarding salary expense. DIRECTLY RESPONSIBLE TO: Director of Fiscal Services MAJOR DUTIES AND RESPONSIBILITIES: 1. Assists the Assistant Superintendent for Business and the Director of Fiscal Services with expenditure and revenue calculations during the budget season; prepares computer-generated reports for each signatory providing budget instructions; reviews submitted program budgets to assure compliance with guidelines and instructions. 2. Distributes budget documents and coordinates review and processing of budget documents; proposes board agenda items for necessary budget revisions; identifies budget variances and brings to the attention of appropriate administrators. 3. Reviews budget printouts for variances from established budgets. 4. Acts as liaison between business services and signatories throughout the District or between personnel and business services; communicates with district management regarding budget balances and budget matters; responds to questions from management regarding budget and financial reports. 5. Prepares input for and reviews financial reports and outputs prepared by the Management Information and Student Testing Services Department; coordinates the report format to accomplish requirements of special budget reports. 6. Assists in the preparation of the district budget calendar; prepares guidelines and procedures and communicates these to those who provide input to the budget. 7. Gathers and interprets financial data and makes appropriate recommendations; identifies as variances and determines accuracy of budget balances; brings variances to the attention of proper administrators. 8. Prepares various budget and other financial reports using personal computer software including spreadsheets and word processing; makes recommendations regarding accounting systems and procedures. 9. Reviews, analyzes accounts, and is thoroughly familiar with requirements for specially funded programs from initial budget input to final claims. 10. Provides work direction and guidance to other clerical workers in the compilation of budget reports; conducts special studies as assigned especially with regard to the budget 11. Prepares annual reports and claims in response to specially funded programs. 12. Maintains assigned records and files related to the budget function. 13. Assists on assigned accounts within the accounting function, such as accounts payable or payroll. 14. Performs other related duties as assigned. EMPLOYMENT STANDARDS: Any combination equivalent to two years of college with course work in accounting plus at least two years experience in an accounting and, preferably, budgeting function within a school district. Additional accounting experience may be substituted for education on two-years-experience for one-year-education basis. KNOWLEDGE OF: Budget principles and techniques; knowledge of computers both personal and mainframe; applicable district policies and state laws and regulations; business management principles; district organization and functioning; principles and practices of public finance; research techniques and statistical principles and procedures; basic principles of data processing. ABILITY TO: Communicate both verbally and in writing; gather and analyze financial data and make appropriate recommendations; interpret the provisions of the Education Code relating to budgeting; establish and maintain cooperative relationships with other departments; perform arithmetic calculations accurately.

Any combination equivalent to 2 years of college with course work in accounting plus at least 2 years experience in an accounting, preferable, budgeting function within a school district. Ability to communicate both verbally and in writing; gather and analyze financial data and make appropriate recommendations; interpret the provisions of the CA Dept. of Ed. relating to budgeting; establish and maintain cooperative relationships; perform arithmetic calculations.
