SUMMARY DESCRIPTION:
This is a full-time, tenure-track, 198-day faculty counselor position in EOPS/CARE at San Bernardino Valley College. The EOPS/CARE Counselor will provide academic, career, transfer, and personal counseling, as well as specialized services to meet the needs of EOPS/CARE students, who are primarily first-generation, low-income, underrepresented, and single-parent students.
Responsibilities include providing comprehensive educational planning, facilitating workshops and orientations, developing and monitoring student success plans, and assisting students in navigating college resources and community support services. The counselor will collaborate closely with EOPS/CARE/NextUp staff, instructional faculty, and student services programs to ensure students are supported holistically in achieving their educational goals.

General EOPS Duties
1. Provide academic, career, transfer, and personal counseling to EOPS students, including new, continuing, and returning students.
2. Develop comprehensive Student Educational Plans (SEPs), conduct follow-up services, and monitor student progress.
3. Conduct EOPS program orientations, workshops, and group counseling sessions.
4. Assist students with navigating barriers to success, including financial, personal, and academic challenges, and connect students to on-campus and community resources.5. Advocate for EOPS students in academic and student services processes.
6. Work collaboratively with instructional divisions, Financial Aid, Admissions & Records, CalWORKs, NextUp, and other student support programs.
7. Participate in program review, data collection, and assessment of student learning outcomes.
8. Contribute to program outreach, recruitment, and retention efforts, including liaison activities with local high schools, adult schools, and community organizations.
9. Assist in developing and reviewing EOPS policies, procedures, publications, and program materials.

CARE-Specific Duties:11. Provide specialized counseling and support services for single parents who are part of the CARE program.
12. Collaborate with CalWORKs, Financial Aid, and community agencies to coordinate services for CARE students.
13. Assist CARE students with accessing childcare, transportation, and other supportive resources that remove barriers to academic success.
14. Design and facilitate workshops for CARE students focusing on life skills, parenting support, time management, financial literacy, and academic success.
15. Advocate for CARE students' unique needs across campus departments and in the community.
16. Participate in CARE program planning, reporting, and compliance with state and district regulations.
17. Contribute to building a supportive community for CARE students that emphasizes empowerment, resilience, and persistence toward degree completion and transfer.
Qualifications
MINIMUM QUALIFICATIONS:
Education:
• Master's degree in counseling, rehabilitation counseling, clinical psychology, counseling
psychology, guidance counseling, educational counseling, social work or career development, or
the equivalent,
AND
EOPS counselors hired after October 24, 1987, shall:
(1) Have completed a minimum of nine semester units of college course work predominantly
relating to ethnic minorities or persons handicapped by language, social or economic
disadvantages
OR
(2) Have completed six semester units or the equivalent of a college-level counseling
practicum or counseling field-work courses in a community college EOPS program, or in a
program dealing predominantly with ethnic minorities or persons handicapped by language,
social or economic disadvantages
AND
• In addition, an EOPS counselor hired after October 24, 1987, shall have two years of occupational
experience in work relating to ethnic minorities or persons handicapped by language, social or
economic disadvantages.
• Evidence of experience demonstrating a sensitivity to and understanding of the diverseacademic, socioeconomic, cultural, disability, and ethnic backgrounds of community college
students and personnel.
DESIRED QUALIFICATIONS:
1. Knowledge of the mission, goals, and regulations of EOPS, CARE, NextUp, or related categorical programs.
2. Experience working effectively with students from historically underrepresented, first-generation, foster youth, low-income, single-parent, and other disproportionately impacted groups.
3. Familiarity with support resources, services, and referral processes both on and off campus (e.g., housing, food, childcare, financial aid, CalWORKs).
4. Experience with crisis intervention, motivational interviewing, and strengths-based approaches.

Work is performed primarily in a standard office setting. Occasional exposure to risks controlled by safety precautions.
Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to occasionally lift, carry, push, and/or pull light to moderate amounts of weight up to 30 pounds; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.
Hearing: Hear in the normal audio range with or without correction.
Employment Requirements
The person selected for hire will be required to complete the following pre-employment requirements:
• Submit to and successfully pass DOJ live scan/fingerprinting. Cost of live-scan services to be borne by candidate.
• Sealed official transcript(s) in envelope from institution or electronic copies emailed directly from institution (for positions with higher education requirement)
