Job Summary
The Personnel Commission is a three-member committee established to oversee the district’s “Merit System.” Members are appointed on a rotational basis for three-year terms which expire on December 1 of the third year. The Personnel Commission holds regularly scheduled meetings on the fourth Tuesday of each month at 3:00 p.m. Special meetings may be called at any time. The Personnel Commission is responsible for the following: • Establishing rules and regulations to govern the District’s Classified Service. • Directing and administering the recruitment process and examinations for the purpose of filling vacancies, or creating employment eligibility lists for the Classified Service. • Determining standards of proficiency to be required for examinations. • Conducting disciplinary/complaint appeal hearings for Classified employees. • Conducting salary surveys and presenting recommendations for Classified salary schedules to the Board of Trustees.
Requirements / Qualifications
Requirements for Personnel Commissioner Application decisions will be in accordance with Education Code Section 45244, which takes several factors into account; the most important of which is that each Commissioner be a known adherent to the principles of the merit system. “Known adherent” means a person who by the nature of his/her prior public or private service, has given evidence for the support of the concept of employment continuance, promotion, and other related matters, based on merit and fitness. Other requirements are; 1) must be a registered voter and reside within the territorial jurisdiction of the Westminster School District; 2) may not be a member of the Board of Trustees or county board of education; 3) may not be an employee of the District. The candidate should have some knowledge and demonstrated experience in assessing the relative importance of personnel issues, and to make decisions which enhance merit principles.
