This application is for new and reactivating substitutes to register on the county-wide substitute consortium pool for consideration to be hired by Marin county districts as a substitute teacher. General Education substituting involves implementing lesson plans or current work in an elementary, middle, and/or high school setting in a collaborative teaching environment. Special Education substituting involves providing individualized and small group specialized instruction while serving in a special day class setting to students with mild to moderate support needs or moderate to severe support needs. Upon submitting an application for the county-wide substitute teacher consortium pool, the applicant agrees for the Marin County Office of Education to share the applicant's information with the employing school districts. Please review the below requirements and provide the requested documentation. Incomplete applications cannot be processed.
Requirements / Qualifications
The following is required to register or reactivate on the county-wide substitute list. Those reactivating on the county-wide substitute list, typically, need to complete requirements 2 - 6 below. The supporting documents for each requirement are provided in the “How to Become a Sub” tab of the Marin County Office of Education website (https://www.marinschools.org/programs-services/services/personnel-services/substituting-information). 1. Fingerprint background checks (live scan forms) for the Commission on Teacher Credentialing (CTC) and the Marin County Office of Education (MCOE) A. The live scan forms are available on the Marin County Office of Education (MCOE) website in the "How to Become a Sub" tab of the "Substituting Information" page. B. Keep for your records - do not upload or email. 2. Valid, non-expired California Teaching Credential or California Substitute Permit (review the MCOE website). A. DO NOT submit a sub permit application to the Commission on Teacher Credentialing. a. The Credentials Analyst will recommend you for the sub permit. 3. TB Clearance within the last 60 days of your application (Upload to your EdJoin application) 4. Three online Keenan Trainings (Upload the completion certificates to your EdJoin application) A. The Keenan information is available on the Marin County Office of Education website in the "How to Become a Sub" tab of the "Substituting Information" page. 5. Completed substituting preferences form (Upload to EdJoin) A. The sub preferences form is available on the Marin County Office of Education website in the "How to Become a Sub" tab of the "Substituting Information" page. 6. A completed EdJoin application including receiving the requested attachments.

It is recommended for the Credentials Analyst to recommend you for the sub permit, as the processing time is within 20 business days. If one submits their own sub permit application, the processing time is around 55 business days.
For this application, order official transcripts from your university or college and have them emailed directly to Amy Ridings at aridings@marinschools.org. We cannot accept transcripts that are emailed directly to the applicant.

Once the complete application is received, you will be contacted by Kimberly, the HR Technician in Personnel, to schedule a remote meeting. This meeting will allow MCOE to collect additional required information.
After we receive the necessary details, we will proceed with the next steps in your application process. Depending on your qualifications, you may be recommended for a substitute permit (if applicable), or your application will move forward for inclusion on the county-wide substitute list.
Once you are officially added to the county-wide substitute list, you will receive a registration confirmation email. At that point, you will need to reach out and register with the school district(s) where you intend to substitute. The substitute rate sheet, which includes district contact information, is available on the MCOE website in the "Sub Rate Sheet / Registering with the Districts (Employers)" tab (https://www.marinschools.org/programs-services/services/personnel-services/substituting-information).
