Under the direction of the Director of Fiscal Services, performs complex professional accounting duties related to preparation of financial analysis and financial reports. Assists in the preparation of budget and financial data, prepare a variety of Federal and State Grant reports and ensure financial record keeping is performed in accordance with Federal and State requirements. Reconcile, analyze, and document District construction project activity. The employee in this classification receives limited supervision within a broad framework of policies and procedures. This job classification requires thorough knowledge of Generally Accepted Accounting principles and District requirements and procedures. Maintains accounts and other fiscal information and records relating to categorical, grant and mandated program budgets, receipt of revenue, expenses, and carryovers ensuring adherence to required regulations. Assist program professionals in required data for categorical and grant reporting. Prepare and submit necessary reports for grant compliance. Monitor expenses and budgets for State School Building Programs and other District-funded projects. Analyze cash flow and coordinate and pursue fund releases with State agencies for current building projects as well as provide documentation to the State. Audit and prepare Community Facility District "CFD" expenditure reports; work with CFD Financial Administrator in securing information on permits issued within CFD boundaries. Prepare and maintain financial records of District owned and leased properties including profitablility reports for perperty leased to other entities. Track and reconcile Developer fees and civic center collected. Analyze sufficiency of fees versus expenditures. Support the budget development process for assigned programs by developing worksheets, querying Administrators and staff about needs and consolidating proposals. Assist in the development of the annual budget in areas such as revenue apportionments, expenditures and beginning balances, and in the preparation of budget reports for board presentation and County submission. Prepare and input budget adjustments from sites and district departments. Prepare and distribute documents and schedules to support the budget planning and development process. Provide techncial financial support to Associated Student Body Bookkeeper and various accounting-related personnel. Assists auditors with the review of the financial records. Prepare, gather, and provide information for audits and assits with auditiing activities. Perform internal audits of income and expenditures for all district accounts including student body funds. Attend meetings representing Accounting department and share informtion with staff upon returning. Perform related duties similar to above in scope and function as required.
