Job Summary

The Human Resources Analyst is a confidential position reporting directly to the Assistant Superintendent of Personnel Services. This role is designed to enhance the efficiency, responsiveness, and service orientation of the Personnel Department. The Analyst oversees critical personnel functions, ensuring compliance with district policies and legal requirements while fostering positive employee relations and supporting strategic recruitment efforts. As the initial point of contact for employee concerns, the Analyst resolves issues proactively, reducing escalation and promoting effective labor-management communication. The position also supports investigations, manages data integrity, and leads recruitment processes for both certificated and classified staff. With strong technical and interpersonal skills, the Analyst plays a pivotal role in aligning personnel operations with the District’s goals and initiatives, contributing to a culture of collaboration and continuous improvement.

Requirements / Qualifications

QUALIFICATIONS: Knowledge and Skills: Knowledge of human resources management practices, principles, and procedures, including recruitment, onboarding, and employee relations. A strong understanding of federal, state, and local laws and regulations governing employment practices, particularly in a public agency or educational setting, is essential. Familiarity with Merit System Rules and Regulations, district policies, and collective bargaining agreements is also required. Correct English usage, spelling, grammar, and punctuation. Ability to: Must be highly organized and efficient, with the ability to manage multiple tasks and prioritize in a fast-paced environment. Requires strong problem-solving and critical thinking skills to anticipate and resolve issues. Must interpret and apply complex rules and policies accurately, while maintaining professionalism, discretion, and confidentiality. Strong interpersonal and communication skills are essential for effective collaboration with staff. Physical Demands: This position requires near visual acuity to read and interpret documents, reports, and computer screens. The incumbent must have hearing and speech abilities sufficient for ordinary and telephonic conversations, to speak effectively to individuals and groups, and to hear sound prompts from equipment. The role requires ambulatory ability to move about office and meeting spaces, as well as to attend meetings or events at various district sites and community locations. Sufficient manual and finger dexterity is needed to operate standard office equipment, including computers, printers, and telephones. The position may occasionally require lifting, carrying, pushing, or moving supplies or office materials of light-to-moderate weight (under 25 pounds). EDUCATION AND EXPERIENCE: Education: - A Bachelor’s degree from an accredited college or university in human resources management, public administration, business administration, or a related field is required. - A Master’s degree in a related discipline is preferred but not required. Experience: - A minimum of three (3) years of increasingly responsible experience in human resources, employee relations, or business management is required, preferably in a public agency or educational setting. - Experience in recruitment, onboarding, and compliance with employment laws is also preferred. - Strong background in providing exceptional customer service, including addressing sensitive issues with empathy, accuracy, and professionalism, is required. WORKING CONDITIONS: Primarily indoors in a fast-paced office environment. Duties require extended periods of sitting at a desk and using a computer, with frequent use of standard office equipment such as computers, telephones, and printers.
