The chosen candidate will implement and maintain fiscal operations, and other assigned programs and services; assure compliance with policies established by the Board of Trustees and with local, state, and federal laws and regulations; provide written support and convey information as a resource to other school personnel, the Board of Trustees and other school districts; maintain adequate staffing to ensure objective of programs and services are achieved within the budget.

Job Title: Assistant Superintendent of Business Services

Job Purpose Statement/s:
Under the direction of the Superintendent, the Assistant Superintendent of Business Services implements and maintains fiscal operations, and other assigned programs and services; assures compliance with policies established by the Board of Trustees and with local, state, and federal laws and regulations; provides written support and conveys information as a resource to other school personnel, the Board of Trustees, and other school districts; and maintains adequate staffing to ensure objective of programs and services are achieved within the budget.

Essential Job Functions:

• Manages and directs all business services operations, plans; organizes, controls, coordinates and directs the staff working in the following areas: Maintenance and Operations, Purchasing, Payroll, Transportation, Child Nutrition Services, Risk Management, Data Processing, Management Information System (MIS), and Fiscal Services;

• Plans, implements, and administers the District’s Risk Management program including worker’s compensation, property, liability, student accident insurance and safety; assures District compliance with CAL-OSHA regulations, and federal, state, and local laws;

• Provides the Board of Trustees and the Superintendent with information and data to support recommendations and decisions; informs the Board and Superintendent of matters related to long-range fiscal planning and necessary policy changes;

• Develops and prepares the annual budget for the District; assists with the preparation of various District departmental and site budgets; analyzes and reviews budgetary and financial data; controls and authorizes expenditures in accordance with established limitations;

• Prepares and administers of the District budget and ancillary state and federal financial reports; and coordinates and manages all matters related to the external auditing of all fiscal aspects of programs and offices in the District;

• Provides leadership in improving operating costs to assist the District in containing costs without negative impact on the educational programs;

• Serves as the District fiscal liaison to local agencies, including city, county, and state agencies;

• Participates as a member of the District’s collaborative bargaining team for collective bargaining with both certificated and classified bargaining units;

• Supervises, develops, and evaluates the performance of assigned staff; makes employment recommendations; recommends transfers, reassignment, termination and disciplinary actions; plans, coordinates and arranges for appropriate training of Business Services staff;

• Maintains pupil accounting procedures, records and plans for pupil projections;

• Attends Board of Trustees meetings and prepares Board agenda items presents reports and provides technical counsel to the Boards as requested by the Superintendent; reviews and presents Board items affective the operations of Business Services;

• Attends a variety of meetings; chairs or serves on assigned committees; presents to community groups and at meetings; serves a member of the Superintendent’s Council;

• Negotiates contracts with outside organizations such as auditing, finance, legal and others;

• Directs the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities; prepares budgets, financial, tax, attendance and other reports as assigned;

• Provides for professional growth through active membership and participation in professional organizations; maintains current knowledge of new procedures and legislation in the areas of school business and finance;

• Plans and directs the District transportation programs, including maintenance of buses and other District vehicles;

• Directs staff and has oversight responsibility of the District’s modernization program;

• Performs other related duties as assigned

Job Requirement—Qualifications:

Education and Experience Required:
Any combination equivalent to:
• Master’s degree in business or public administration, finance or related field;
• Five years comprehensive professional administrative experience in school business areas;
• A minimum of two years of managerial experience

• Knowledge of school finance and budget development, implementation and monitoring of accounting and auditing theory and practice;
• Develops, reviews, and approves the preparation of annual budgets for District departments and county school districts;
• Interprets and applies provisions of State Education Code and various regulatory agencies;
• Assembles and analyzes data and makes appropriate recommendations;
• Communicates effectively both orally and in writing to exchange information;
• Reads, interprets, applies, and explains rules, regulations, policies and procedures;

• Valid California Driver’s License
• Valid Tuberculosis Clearance

Salary Placement: Contract with the Board of Trustees

Evaluation: Performance of this position will be evaluated in accordance with the administrative evaluation process.
