Purpose Statement
The job of Manager - Accounting Services is done for the purpose/s of supervising the Accounting Department or assigned district in the preparation of budgets and financial statements, collection and disbursement of funds, federal reports and claims, maintaining and monitoring internal cash and expenditure controls and annual financial audit; and providing financial information, guidance and recommendations to County Office and districts' administrators.
This job reports to the Assigned Administrator/Supervisor.
Essential Functions
- Analyzes financial information for the purpose of identifying potential budget variances, compiling statistical information, recommending procedures, and conforming to established financial practices and regulatory requirements.
- Assists when necessary to attend and present fiscal data at county or district board meetings for the purpose of ensuring compliance with financial practices and regulatory requirements.
- Coordinates and supervises a wide variety of accounting projects (e.g. actuarial studies, special education funding model, annual year end close, accounts receivable, accounts payable, annual external audit, statistical reports preparation, collection of developer fees, control of warrants, etc.) for the purpose of ensuring correct accounting principles are followed and internal controls are in place for all grant and categorical expenditures and revenues.
- Monitors expenditures against budget and/or a wide variety of account information (e.g. cash flow, interfund cash transfers, posting of revenues and expenditures, special education services and SELPA budget, warrants, cash receipts, signatures, etc.) for the purpose of ensuring the accuracy of reported information, availability of funds, and compliance with established financial guidelines and program policies, practices and regulatory requirements.
- Performs personnel administrative functions (e.g. interviewing, hiring, training, supervising, evaluating, disciplining, recommending termination, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
- Provides technical expertise, information and direction to staff and administration regarding accounting issues and related financial activities for the purpose of conveying pertinent information regarding financial operations and ensuring compliance with established policies, practices and regulatory requirements.
- Reconciles fiscal information and account balances (e.g. year-end closing processes for local and state requirements, etc.) for the purpose of verifying accuracy of information, maintaining accurate balances and complying with accounting practices.
- Responds to inquiries from a wide variety of internal and external sources for the purpose of providing necessary information for making decisions, assisting staff, problem solving, taking appropriate actions and/or complying with established fiscal guidelines.
- Reviews general ledger details for the purpose of verifying accuracy of budget assumptions and correct program assignment for revenues and expenses.
- Supervises the Department's fiscal services (e.g. accounts receivable, accounts payable, payroll, general ledger accounting, year end closing, budget transfers, etc.) for the purpose of ensuring the accuracy and adherence to established financial practices and regulatory requirements.

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: principles of accounting and auditing; general governmental accounting practices; standard office practices and procedures; pertinent codes, policies, regulations and/or laws; accounting/bookkeeping principles; bookkeeping practices; business telephone etiquette; codes/laws/rules/regulations/policies; concepts of grammar and punctuation; and cost/fund accounting; and office application software.
ABILITY is required to schedule a number of activities, meetings, and/or events; gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Responsibility
Responsibilities include: working under limited supervision following standardized practices and/or methods; directing other persons within a small work unit; supervising the use of funds. Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.
Experience Job related experience with increasing levels of responsibility is required.
Education Bachelors degree in job-related area.
Equivalency Any combination equivalent to: bachelor’s degree in accounting, business administration or related field and three years increasingly responsible governmental accounting experience, including at least one year in a supervisory role.
The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
