THE POSITION The Personnel Services Division is now accepting applications for Manager – Human Resources/ Employment Services. Under the direction of the Director III - Human Resources/Certificated, organizes and manages the activities and operations of the Santa Clara County Office of Education’s Employment Services Unit; supervises the day-to-day operations and activities involved in recruitment, screening, selection, processing, and compensation of certificated personnel; participates in the development of personnel policy; advises and confers with management regarding the application of personnel management practices; assists with contract administration and interpretation; manages and conducts certificated and/or classified layoff and reemployment activities; trains and evaluates the performance of assigned personnel. This position will oversee supervisors for the Employment Services, Resource Support Services, and Onboarding/Recruitment teams. The ideal candidate for the Manager – Human Resources/Employment Services role is a strategic and collaborative leader with a strong background in managing change and driving innovation in human resources operations. They bring demonstrated experience in leading the successful adoption and integration of productivity tools and software that enhance efficiency, compliance, and service delivery within a public education or similarly complex environment. This individual excels at building and developing high-performing teams, fostering a culture of continuous improvement, and mentoring staff to reach their full potential. With a deep understanding of employment services, recruitment, and credentialing processes, the ideal candidate is adept at navigating policy, labor agreements, and regulatory frameworks while maintaining a focus on service and operational excellence. This position is full-time, in-person and has a work year of 12 months / 261 days / 8 hours per day. Leadership team members are eligible to receive a $2,500 annual stipend for a master’s degree and a $2,500 additional stipend for a doctorate, provide official documentation is submitted.
