Hartnell College is one of the oldest institutions of higher education in California. Founded in 1920 as Salinas Junior College, the school was renamed Hartnell College in 1948, and the Hartnell Community College District was established the following year. The College is preparing to join with its students, employees, alums and the greater community to celebrate its Centennial, beginning in Fall 2019. Hartnell moved into a new building on its current 54-acre site, at 411 Central Ave. in Salinas in 1936. The Main Campus is located in Monterey County, just a 25-minute drive from the scenic Monterey Peninsula and the Monterey Regional Airport. Its Alisal Campus in east Salinas, opened in 2014, houses its Agricultural Business and Technology Institute, its Sustainable Design and Construction Center, a diesel program, an automotive technology program and its computer science program. Hartnell also holds classes at its education center in King City, opened in 2002, and at numerous off-campus locations in north and south Monterey County. Thanks to a $167 million local bond measure – known as Measure T – approved by district voters in 2016, it is preparing to expand that facility and open new centers in Soledad and Castroville, as well as a new state-of-the-art building for its nursing and allied health programs on the Main Campus. Along with renovation of two classroom buildings and new landscaping, also on the Main Campus, those projects are scheduled for completion by 2021. The College serves the Salinas Valley, a fertile agricultural region some 10 miles wide and 100 miles long, as well as part of southern San Benito County. It draws most of its annual enrollment of 17,000 students from Salinas and the communities of Bradley, Castroville, Chualar, Gonzales, Greenfield, Jolon, King City, Lockwood, Moss Landing, San Ardo, San Lucas and Soledad. Students also come from Monterey Peninsula communities and elsewhere in California’s Central Coast, as well as from other states and countries. All are drawn Hartnell's academic excellence and focus on the success of students in its four-year transfer, nursing and technical programs, as well as a proud tradition in intercollegiate athletics, with 12 men’s and women’s teams.

DEFINITION
Under general direction, plans, organizes, manages, and provides direction and oversight for all functions, operations, and activities related to educational planning and student support services for currently incarcerated, formerly incarcerated, and juvenile justice students -- including oversight of an on-campus Rising Scholars student center. Oversees select instructional programs and support services that meet the educational and training needs of these nontraditional learners to help them transition successfully to post-secondary education and the workforce; coordinates assigned activities with other District programs, faculty, and administrators to establish program processes reflective of District goals. Ensures program compliance with state and local guidelines and regulations, CDCR guidelines and regulations, grants management, and program progress and reporting; develops and implements program services as described in program or grant objectives; researches and gathers various program data and reports. Provides highly responsible and complex professional assistance to the Dean of Academic Affairs in areas of expertise; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Dean of Academic Affairs. Exercises general direction and supervision over administrative support staff, faculty, professional, technical, and administrative support staff.
CLASS CHARACTERISTICS
This is a management classification that oversees, directs, and participates in all activities of the Rising Scholars programs with a focus on the educational and support services needed for currently incarcerated, formerly incarcerated, and juvenile justice students including short- and long-term educational planning and development, and administration of policies, procedures, and programs., including short- and long term planning and development and administration of program policies, procedures, and services. This position also oversees support services available through the Rising Scholars Center, assisting students transitioning to Hartnell College. This class provides assistance to the Dean of Academic Affairs in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires an extensive professional background as well as skill in coordinating program work with that of other District divisions and outside agencies. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision making responsibility. This classification is distinguished from the Dean of Academic Affairs in that the latter has significant authority over and oversight of a broad cluster of academic fields or whole academic units with responsibility for accomplishing planning and operational goals and objectives, and for furthering District goals and objectives within general policy guidelines. Director may be asked to take on other duties as assigned and as needed, and may be assigned to oversee other centers occasionally.

• Assumes management responsibility for any given duty in academic affairs, including education and continuing education, inmate education and center programs, services, and activities for nontraditional adult learners, including, but not limited to, programs such as inmate education and noncredit
• Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the program; establishes, within District and California Department of Corrections and Rehabilitation (CDCR) policy, appropriate budget, service, and staffing levels.
• Manages and participates in the development and administration of the program's budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
• Selects, trains, motivates, and directs program personnel; evaluates and reviews work for acceptability and conformance with program standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.
• Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of the programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Dean of Academic Affairs.
• Establishes and maintains relationships with school district officials, community leaders, government agencies such as state prisons and jails, various organizations, and public agencies to encourage participation, stimulate interest, and coordinate campus projects with assigned programs and activities; coordinates with faculty and instructional areas regarding development and implementation of student course placement instruments and processes; coordinates assigned activities with other District programs, faculty, and administrators to establish adult education processes reflective of District goals.
• Represents the Dean of Academic Affairs in his or her absence at college meetings, committees, and other official functions.
• Interprets and ensures compliance with Title 5 regulations and requirements related to inmate education.
• Directs all operations for the various Rising Scholars Programs, including educational and workforce development by developing, coordinating, promoting, implementing, and assessing programming for non-traditional adult students, including courses, workshops, support services, and bridge programs that include basic skills instruction, college preparation, technical training, and career development.
• Conducts faculty review, including four-year probationary evaluation process, class visitations, and administrative evaluations.
• Works directly with faculty and staff in the development, implementation, and improvement of assigned programs, curriculum, and schedules.
• Supports instructional deans, faculty, and staff in developing new curricula and in planning and implementing new education and training programs in assigned section; and provides technical advice on changes and modifications to curriculum.
• Working with faculty, ensures planning and development of curriculum and Student Learning Outcomes (SLO).
• Advises, provides guidance, and prepares and delivers presentations on issues pertaining to services for justice-impacted students and any other assigned areas.
• Conducts a variety of analytical and operational studies regarding programmatic activities; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations.
• Attends and participates in professional group meetings and various District committees and advisory groups; stays abreast of new trends and innovations in the field of education and workforce development of justice-impacted students, and other areas and services as they relate to the area of assignments.
• Maintains and directs the maintenance of working and official files.
• Monitors changes in laws, regulations, and technology that may affect District or program operations; implements policy and procedural changes as required.
• Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Dean of Academic Affairs.
• Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
• Works closely with applicable stakeholders and the Office of Advancement in developing proposals for grant funding and other external resources; administers assigned allocations and grant funding.
• Communicates and networks with leaders in the private and public sector to promote Hartnell College; links and aligns assigned instructional programs with local and regional employers; promotes educational programs through marketing and outreach to businesses.

Supplemental Information
Education and Experience:
• Master's degree from a college or university accredited by a regional accrediting agency recognized by the United States Department of Education AND Two (2) years of formal training, internship, or leadership experience reasonably related to the assignment or the equivalent of education and experience.
• Experience working with incarcerated/formerly incarcerated populations preferred.
CONDITIONS OF EMPLOYMENT:
This is a regular, full-time, classified management position. Management salary range VIII: $117,753.00 to $143,129.00 annually (within this salary range, the successful candidate's starting salary will be commensurate with education and experience). Annual doctoral stipend: $3,000.
