THE POSITION: The Program Specialist will be assigned to DCFS Offices within the County of Los Angeles and shall act as a resource to the Children’s Social Workers (CSWs), authorized DCFS staff, parents, caregivers, children/youth, Educational Rights Holder (ERHs), and school personnel for the benefit of all school-aged children/youth involved with DCFS, including 241.1 youth within their services areas. Program Specialist shall also serve as a liaison to ensure compliance with all requirements, facilitate required processes and conform to legal mandates. Additionally, Program Specialists will provide or facilitate technical assistance, service delivery and coordination, educational case monitoring, data collection, analysis, and reporting; act as a resource for professional and technical personnel, assess and determine needs; implement program objectives and conduct in-service trainings. This position requires specialized subject matter expertise in legislation related to the educational rights of students in foster care, as well as knowledge of DCFS, Probation, District Student Support Services, and significant, directly related experience. The Program Specialist meet regularly with school districts, agencies and DCFS staff to coordinate and disseminate information and progress on goals. General direction is provided by the LACOE Foster Youth Services Coordinator III.
Requirements / Qualifications
EXPERIENCE AND EDUCATION: Experience: • Three years of educational leadership experience. Examples of leadership experience may include district, or school administrator, counselor, social worker, including internships in any of these areas. • Experience in a lead capacity is desirable. Education A Master’s degree in social work, counseling, or psychology from an institution of higher learning accredited by one of the six regional accreditation associations as recognized by the Council on Postsecondary Accreditation. LICENSE OR CERTIFICATE (Must attach a detailed certification/credential with document number to application. Internal and external applicants, please provide a copy of each credential document as it appears on the California Teaching Credential website with the document number on it.): • Must possess and maintain a valid Pupil Personnel Services Credential (PPS) in school social work, school counseling, or school psychology. • Child Welfare Authorization (CWA) preferred.
