Job Summary

Job Summary

The Personnel Commission announces an OPEN and PROMOTIONAL recruitment. This recruitment will result in the establishment of one integrated eligibility list. Promotional candidates will have seniority points added to final passing scores (.25 of a point for every year of classified service up to a maximum of 5 points). This list will be used to fill current and future vacancies and will be active for one year or until cancelled. There is currently ONE positions open in Fiscal Services. The person we are seeking is a high-energy level individual who can bring proven managerial techniques and professional experience to the district. Under general direction plan, organize, and administer District accounting and attendance operations; establish adequate procedures and controls for the effective operation and security of these functions; assume a major responsibility for the development and control of the budget; communicate with county and State administrators, auditors, and others regarding fiscal services; assist the Executive Director of Fiscal Services in a variety of functions relating to the over-all district fiscal operations. This is a management position.

Requirements / Qualifications

Graduation with a bachelor’s degree from an accredited college or university with a major in accounting, business administration, or a related field and varied and progressive professional-level accounting experience and training with emphasis on school budget development, program accounting, payroll, accounts payable, accounts receivable, financial analysis, financial reporting, and student attendance accounting. School district professional level accounting experience is preferred. Supervisory level experience or training is highly desirable.

Knowledge of Organizational development and strategic planning. Modern accounting, governmental fund accounting, payroll, student attendance, Associate Student Body regulations, and fiscal and budgetary control, principles, practices, procedures and methods. Financial analysis and research techniques. Principles and practices of supervision and training. Principles and practices of electronic systems pertinent to financial transactions and reporting. Applicable sections of State Education Code and other applicable laws of finance and funding in public schools. Interpersonal skills using tact, patience, and courtesy. Ability to Plan, organize, direct, and administer an integrated and effective school district accounting program. Prepare clear and concise financial reports and analyses Develop and maintain complex accounting systems and records. Analyze problems, develop sound problem-solving models, and arrive at effective solutions. Analyze and interpret budget data and perform long-range budget planning. Read, understand, interpret, apply, and explain technical manuals, legal codes, and administrative policies, reports, and directives. Communicate effectively orally and in writing. Train, supervise, and evaluate personnel. Meet schedules and timelines. Understand, carry out, and give oral and written instructions. Direct the maintenance of a variety of records, files, and reports related to fiscal services operations, services, and activities. Operate a computer and assigned office equipment. Establish and maintain cooperative and effective working relationships with others.
