CLASS TITLE: ACCOUNTS TECHNICIAN II
BASIC FUNCTION:
Under the direction of the Director of Fiscal Services, perform accounting tasks involved in functions such as accounts receivable, attendance accounting, abatements, budgeting and financial reporting.
REPRESENTATIVE DUTIES:
Coordinate and account for the accounts receivable function for the district; bank deposits; bill and collect impact fees and other revenues. E
Account for abatements; close holding accounts and make necessary adjustments and entries. E
Prepare assigned sections of district financial statements; encumber accounts according to district policy. E
Participate in the development and monitoring of the district budget; review purchase orders for consistency with budget balances; make budget account changes as necessary. E
Organize and prepare financial items for approval by the Assistant Superintendent and the Governing Board; provide appropriate supporting materials for Governing Board agenda items. E
Coordinate and direct the attendance accounting function with school sites; train school site personnel in procedures and completion of forms; travel to school sites to review procedures as necessary; complete timely and accurate reports for submission to State for ADA. E
Assist in the selection, installation, and monitoring of district computer equipment; administer the district computer system; provide on-going training for district staff in the use of computer software programs. E
Assist in preparation of reports and monitor categorically-funded programs to assure that applications for funds are accurate and complete and that expenses are consistent with budgets. E
Provide appropriate personnel with budget procedures and monthly account balances and budget transactions. E
Assist in the coordination of the annual audit of the financial records of the district; prepare materials for and assist outside auditors. E
Participate in a variety of meetings regarding financial impact of district decisions. E
REPRESENTATIVE DUTIES (Continued):
Prepare special reports and perform special projects on a variety of accounting-related subjects. E
Provide work direction and guidance to other accounting clerical personnel as directed. E
Input preliminary budget, revisions, and other functions on county computer. E
Maintain and reconcile revolving and petty cash funds for the district. E
Collect and compile data for resolutions, bids, bonds, financial reports, and other material for Governing Board approval. E
Perform a variety of general clerical tasks in support of the Business Services Department, such as composing and typing of correspondence, preparation of agendas, minutes, reports, and maintenance of various files. E
Perform related duties as assigned.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
Accounting principles, practices and procedures related to accounts receivable, attendance accounting, abatements, budgeting and financial reporting.
Financial, statistical and fiscal recordkeeping principles.
Preparation of comprehensive accounting reports.
Principles, practices and procedures utilized in an administrative office.
Applicable sections of State Education Code and other applicable laws.
Interpersonal skills using tact, patience, courtesy, and confidentiality.
Recordkeeping techniques.
Correct English usage, grammar, spelling, punctuation and vocabulary.
Operation of a computer terminal and district software programs.
Technical aspects of field of specialty.
ABILITY TO:
Work independently with little direction to perform responsible and complex accounting tasks involved in functions such as accounts receivable, attendance accounting, abatements, budgeting, and financial reporting, and administrative assistance duties in a timely manner.

EDUCATION AND EXPERIENCE:
Any combination of two years of college-level training in accounting and three year’s experience in public sector accounting, with demonstrated computer literacy.
WORKING CONDITIONS:
ENVIRONMENT:
Office environment; subject to constant interruptions.
PHYSICAL ABILITIES:
Sitting and operating a keyboard to enter data into a computer terminal for extended periods of time; dexterity of hands and fingers to operate office equipment; hearing and speaking to exchange information in person or on the telephone; vision to assure accuracy of financial and statistical data; and reaching to retrieve and store files.

This position reports 8 hours/day, 5 days/week, 242 work days/year.
District offers health insurance, dental and vision, pro-rated to FTE. Maximum district contribution for health benefits shall be equal to the cost of Kaiser coverage for the employee only, or $100/ month more contributed towards Employee + One, or Full Family.
