Ideal Candidate Statement
The ideal candidate will be a highly organized and detail-oriented professional with a foundation in Human Resources principles, particularly in professional development, recruitment, employee training and events. They will possess demonstrated experience in coordinating professional development programs, providing technical guidance on HR policies and procedures, and effectively supporting the full recruitment lifecycle. This individual will be adept at collaborating with diverse stakeholders, managing resources efficiently, and communicating clearly and professionally with all levels of the college community. Position Description
Under the general direction of the Administrator/Manager, this position includes complex technical and paraprofessional responsibilities within Human Resources program areas, specifically focusing on professional development, employee training, and recruitment. Key responsibilities include the comprehensive coordination and maintenance of the District's professional development offerings, as well as providing integral support to recruitment activities. This involves the effective management of associated resources, the logistical coordination of related events, and the dissemination of clear and timely communication regarding professional development initiatives and recruitment processes. Furthermore, the incumbent is expected to deliver a high standard of customer service to students, staff, faculty, and the general public.
Duties and Responsibilities
• Under direction of the Administrator/Manager, coordinate, plan, and organize the development and implementation of professional development goals, objectives and priorities; recommend and implement professional development policies and procedures.
• Serve as a technical resource to employees regarding professional development, recruitment, employee training; respond to inquiries and provide technical and detailed information concerning related laws, codes, rules, regulations, practices, policies and procedures.
• Collaborate with professional development committees in setting professional development priorities, identifying professional development needs, and in designing and directing professional development programs for all District employees.
• Coordinate and assist with the preparation of proposals, plans, and applications for funding and other resources.
• Assist with the implementation of professional development plans that integrates employee onboarding and employee engagement.
• Assist with the development, implementation, and coordination of training and support programs for District employees, conducting ongoing needs assessments, and evaluating the success of training and support programs for effectiveness.
• Create and maintain training catalogs for District employees.
• Develop a comprehensive communications plan to engage campus constituencies in professional development activities.
• Support and advance the campus culture of diversity, equity and inclusion amongst the employees through professional development that is aimed at building capacity amongst all levels of employees.
• Perform a variety of specialized duties in the recruitment, screening, selection, and processing of new personnel; assure related activities comply with established laws, codes, rules, regulations, policies and procedures.
• Prepare job bulletins, announcements and recruitment information; schedule interview appointments; extend employment offers; inform applicants of rejection as directed.
• Conduct orientation for members of hiring committees; instruct committee members in the on-line screening process and provide assistance throughout the recruitment process; interpret and review hiring policies; prepare detailed and statistical reports and orientation packets.
• Serve as Equal Employment Opportunity representative for assigned recruitments; ensure compliance with State and Federal EEO laws and District hiring policies; monitor applicant screening process; verify screening sheets for accuracy in consultation with the committee chair.
• Input a variety of employee information into an assigned computer system; maintain automated employee files and records; generate a variety of computerized lists and confidential reports as requested; evaluate all reports for integrity and accuracy of data.
• Assist in the development, implementation and evaluation of human resources policies, standards and procedures to enhance departmental efficiency; develop forms and documents to meet departmental needs; research a variety of personnel information and requirements as needed.
• Conduct and/or assist with new hire orientations for new personnel; meet with new employees to explain District policies and contract provisions; prepare and input new information into the HRIS database; audit and distribute required information to payroll and other appropriate personnel.
• Interpret human resources policies and procedures; respond to requests for information and assistance from employees, outside agencies and the public; answer questions regarding the nature of employment vacancies within the District.
• Participate in job fairs; travel to various locations to represent the District in the recruitment of potential academic and classified positions; set up District display and tables; respond to questions and inquiries from the public and provide appropriate employment information.
• Prepare word processing documents such as agendas, forms and correspondence related to assigned activities; assemble packets for various committee meetings; prepare and maintain a variety of narrative and statistical reports as necessary.
• Assist with human resources related workshops, activities, and events.
• Perform other related duties as assigned.
Knowledge Of
• Fundamental principles and practices of human resource administration including professional development, recruitment, and equal employment opportunity practices.
• Office procedures, methods, and equipment including computers and applicable software applications such as word processing, Excel functions, spreadsheets, and databases.
• Principles and procedures of confidential record keeping and filing.

• Pertinent federal, state, and local codes, laws, and regulations pertaining to human resource employment operations and practices.

Minimum Qualifications
A bachelor's degree in human resources, public administration, business administration, organizational management, or related field.
ANDTwo years of clerical and technical experience in the human resources field, preferably in a community college district.
