CLASS TITLE: LEVEL I RESERVE SCHOOL POLICE OFFICER (Limited Term / Substitute)
BASIC FUNCTION:
Under supervision of the Chief of Police, the Level I Reserve School Police Officer substitutes for an absent School Police Officer or Limited Term position and is responsible for the protection of life and property; responds to alarms and calls for assistance; performs a variety of investigative and protective duties to provide security services in assigned areas of the District; performs related duties as required.
DISTINGUISHING CHARACTERISTICS
Gender is a Bona Fide Occupational Qualification for this position. This is determined by whether or not in the performance of duties, the incumbent may be required to act within the scope of the PC 832 qualification of search and seizure when coming in contact with adolescent males or females. Language is a Bona Fide Occupational Qualification for this position. This is determined by whether or not in the performance of duties, the incumbent may be required to act within the scope of the PC 832 qualification of search and seizure when coming in contact with individuals whose primary language is not English.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Incumbents in the classification may not perform all of these tasks or may perform similar related tasks not listed here.
- Is assigned to one or more sites for extended periods of time to assist school administrators on maintaining school regulations. (E1)
- Patrols buildings and grounds on foot or in a radio equipped vehicle to provide protection against vandalism, burglary, arson, trespassing and theft. (E1)
- Maintains radio communication with District security personnel and responds to dispatch calls for assistance promptly and professionally. (E1)
- Conducts investigations of crimes against property and persons or criminal acts occurring on District property, including bus transportation and makes arrests as required by law. (E1)
- Makes recommendations regarding security matters. (E2)
- Prepares written reports to be submitted to prosecuting agencies and/or school administrators for possible suspension or expulsion. (E2)
- Identifies type of crime and collects, preserves and impounds evidence. (E2)
- Attends court hearings or trials as required. (E2)
- Serves warrants and civil papers and makes arrests as required by law. (E2)
- Prepares cases to obtain restitution for damage to or theft of District property. (E2)
- Diffuses rumors of aggressive behavior on a daily basis; counsels students and advises parents. (E3)
- Identifies confrontations on campus and gives classroom talks regarding youth and the law. (E3)
- Establishes, maintains and/or supports standards of personal conduct and discipline in accordance with the current discipline policy approved by the Board of Education. (E3)
- Operate and drive vehicle in support of essential duties; observe legal and defensive driving practices. (E3)
- Assists and cooperates with administrators, school staff and other law enforcement agencies.
- Follows all procedures consistent with district-established policies, school police directives and school site administrative procedures.
- Participates in programs related to law enforcement and safety education.
- May assist in the preparation of school site emergency procedure plan.
- Enforces parking and traffic regulations on District property, street surrounding District property and school bus stops.
- Controls traffic flow, patrols parking lots in District property and issues citations.
- Maintains orderly control of large crowds and enforces safety regulations when assigned to special events (athletic events, dances, plays, open houses and other events as assigned).
- Follows school buses to ensure student safety and enforces state and local vehicle-related regulations by issuing citations.
MINIMUM QUALIFICATIONS: The requirements listed below are representative of knowledge, skills and abilities required to satisfactorily perform the essential duties and responsibilities.
EDUCATION AND EXPERIENCE:
A. High School diploma or equivalent. College degree preferred.
B. Graduate of a P.O.S.T. Basic Police Academy (Level I) within the last three (3) years
C. Hold a Basic P.O.S.T. certificate
D. Have no more than a three (3) year break in service with a police agency in the State of California since academy graduation or hold a current requalification certificate issued by P.O.S.T. if there was a break in service. Current P.O.S.T. certification is required at the time of application.
E. Prior experience working with juveniles preferred.
LICENSES AND OTHER REQUIREMENTS:
- Minimum of 21 years of age.
- A certificate stating freedom from Tuberculosis.
- · Current Basic P.O.S.T. Certificate and Graduation Certificate from a P.O.S.T. certified academy required.
- Completion of Campus Law Enforcement (PC832.3g/h) Supplemental P.O.S.T. Course within six (6) months of employment required.
- Complete and Pass Law Enforcement Psychological Screening.
- Complete and Pass Law Enforcement Polygraph Screening.
- Complete and Pass Basic Agility Test.
- A valid California Drivers License.
- Current DMV printout.
- Insurable by District liability insurance carrier.
- Valid First Aid Certification.
- Valid CPR Certification.
- Permit to Carry Concealed Weapon (CCW Permit) shall be obtained within six (6) months of employment.
KNOWLEDGE OF:
- Modern law enforcement and security equipment, methods, procedures and techniques.
- Applicable federal, town, city, state, county and District rules, regulations and policies including laws of arrest, legal rights of citizens, court procedures and rules of evidence.
- Applicable sections of the State Education, Government, Penal, Health and Safety Codes, and juvenile law.
- Principles and practices of supervision and training.
- Interviewing and interrogation techniques
- Crime scene, accident, emergency and traffic accident scene securing techniques.
- Patrol and surveillance techniques.
- Crisis intervention techniques.
- District organization, operations, policies and objectives
- Report writing and record-keeping techniques.
- Traffic control techniques.
- Appropriate safety precautions and procedures.
ABILITY TO:
- Complete and Pass Law Enforcement Psychological screening prior to starting employment.
- Complete and Pass Law Enforcement Polygraph screening prior to starting employment.
- Complete and Pass Basic Agility Test.
- Complete and Pass Campus Law Enforcement Course (PC832.3g/h).
- Prepare cases for complaint and to represent the District in court.
- Write complete, concise reports.
- Collect and analyze information and make independent judgments.
- Sit and drive in a vehicle.
- Establish and maintain effective working relationships with pupils, staff, law enforcement agencies and the public.
PHYSICAL ABILITIES
