Job Summary

Job Summary

The job of Director, Personnel Commission is done for the purposes of planning, organizing, controlling, and directing the personnel management program for the classified service of the District in accordance with the Merit System rules and regulations, applicable State and federal laws, codes, rules, regulations, policies, and procedures; serving as Secretary to the Personnel Commission; coordinating the recruitment, testing, selection, and placement of classified personnel; supervising, training, and evaluating the performance of assigned personnel. This position reports to the Personnel Commission.

Requirements / Qualifications

EDUCATION AND EXPERIENCE: Any combination equivalent to: A bachelor's degree in industrial and organizational psychology, human resources management, education, public administration, or related field, and three (3) years of increasingly responsible professional human resources experience, including recruitment, selection, classification, and compensation, with at least two (2) of the years in a supervisory or lead capacity. Civil and/or Merit System experience is highly desirable.

SELECTION PROCEDURE Applications will be screened and those candidates whose backgrounds best match the requirements of the position will be invited to participate in a technical and oral appraisal interview. Examination procedures subject to change as deemed necessary by the Director-Personnel Commission. Candidates who pass all of the examination processes are ranked on an eligibility list according to their score(s). Selection for position will be made from among the top three (3) ranks of candidates. The eligibility list will be used for hiring purposes in other vacancies in the same job classification and will be active for six (6) months (Merit Rule 50.100.1). Travel expenses incurred in applying for this position, including travel to and from the interview location, will be the responsibility of the applicant. Employment will be offered to the successful candidate contingent upon satisfactory completion of a background check and pre-placement medical examination conducted at District expense.

Initial placement within this range is dependent upon the evaluation of experience and training. There is also a business/mileage stipend. Twenty-six days of vacation per year may be taken, as well as one day of sick leave for each month of work (sick leave accumulated without limit).
