Requirements / Qualifications
GENERAL PURPOSE Under direction, performs a variety of technical and professional human resources activities including developing, analyzing and administering employee benefit and wellness programs, systems and procedures; provides information to and advises employees on benefits and employment-related policies and procedures; maintains the Benefits Enrollment System, prepares management reports and recommendations used for employer-employee collective bargaining agreements; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS A Senior Benefits Analyst is distinguished from a Human Resources Analyst in that an incumbent in the former class performs specialized tasks and duties in benefit plan development and administration. REQUIREMENTS - Education and Experience: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from an accredited college or university with a bachelor’s degree in human resources, business administration, public administration, accounting or a closely related field, and at least four years of progressively responsible experience in employee benefit plan administration, including workers’ compensation programs; or an equivalent combination of training and experience; and A demonstrated commitment to equity-minded practices in support of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students, college staff, and community members. DESIRABLE QUALIFICATIONS: Experience working in an educational institution Certified Employee Benefits Specialist (CEBS), Professional in Human Resources (PHR), or Senior Professional in Human Resources (SPHR) certification Fluency in any foreign language is desirable; Spanish preferred

The term “Confidential” refers to an employee who is required to develop and present management positions with respect to employer-employee relations or whose duties normally require access to confidential information that is used to contribute significantly to the development of management positions as communicated in Government Code Section 3540.1.Confidential employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% of their reportable compensation on a monthly basis.
