Franklin-McKinley Elementary School District Class Title: Accounting Specialist Basic Function: Under the direction of the Director of Fiscal Services, perform a variety duties related to specialized accounting areas. Review, analyze and maintain accounting, financial and statistical documents and reports. Provide accounting clerical support to District-wide programs and accounts. The Accounting Specialist classification requires independent judgment and initiative to perform diversified accounting tasks for assigned accounts on a District-wide basis. The work involves more account analysis, greater understanding of accounting procedures, budget processes, knowledge of account structures, applicable laws and overall accountability for assigned accounts. Clear communication and effective coordination with school site personnel and within district office departments are critical to the successful performance of this position. Representative Duties: Attendance Accounting •Provide school site personnel with guidelines in attendance reporting, and monitor attendance related responsibilities at school sites to ensure the compliance with state and federal regulations and procedures. E •Design various attendance forms to implement attendance accounting procedures that are in compliance with attendance related laws and regulations. E •Organize and review attendance data and documents prepared by school sites for compliance with existing laws and board policy. Generate monthly and annual attendance reports for submission to the state. E •Analyze attendance data, prepare statistics and analytical reports for administrators as needed and make recommendations as requested. E Student Body Fund Management •Provide school site personnel with guidelines in student body fund documentation and record keeping, and tracking of the fund according to relevant laws and regulations. E •Develop Excel-based electronic spreadsheet programs to generate monthly reports of each school for timely and accurate tracking of its own fund collection and expenditures. E •Review bank reconciliation of Student Body account and resolve discrepancies when issues occur. Record financial transactions and maintain journals and ledgers. E •Compile and organize records, and prepare reporting materials for state audits. E Budget Check •Review budget exceptions, including purchase orders and reimbursements, for complete documents and required authorization and signatures. E •Check exception folders for budget sufficiency and valid account coding to ensure funds cover expenditures and expenditures are charged against proper accounts. E •Provide direction and guidance with respect to account budgets to clerical accounting and other support personnel. Assist District personnel in resolving budget related issues. E •Design and implementation of changes to accounting procedures, conducting special financial statistical research and analysis; and preparing reports and documentation. E •Respond to inquiries and requests from District administrators, personnel, and others regarding to the assigned accounting areas. Resolve issues and problems. E •Provide specialized information concerning the application of complex laws, rules and regulations related to the assigned accounting areas. E •Perform accounting tasks as assigned, such as prepares journal entries and budget transfer. Knowledge and Abilities: Knowledge of: •General principles and procedures of accounting, auditing and budgeting. •Account Codes, standards, and fiscal reporting requirements applicable to school district financial transactions. •Average Daily Attendance accounting and enrollments. •State Education Codes, rules, and regulations concerning assigned areas of responsibilities. Ability to: •Coordinate accounting programs according to specific budget accounting/fiscal procedures and policies. •Perform a variety of complex accounting and budget analysis, and monitor financial transactions in assigned area of responsibility. •Works with, provides guidelines, advice, and consultation to District management and staff regarding accounting/budget/financial/attendance matters. •Implement accounting procedures and tasks by utilizing computerized application software and office automation suite. •Type at an acceptable rate of speed. •Work cooperatively with District staff and general public. •Communicate effectively both orally and in writing. •Meet schedules and time lines. •Deliver high-standard quality work. •Maintain regular attendance. Education and Experience: Any combination equivalent to: Associated degree in accounting or related field and three years of work experience in professional accounting. WORKING CONDITIONS: Environment: Office Environment. Physical demands: Dexterity of hands and fingers to operate a computer keyboard. Sitting for extended periods of time.
