Under the general supervision of the Assistant Superintendent of Human Resources, the Human Resources Technician performs a wide variety of highly advanced, technical, analytical, and office administrative support functions to support the Human Resources Division requiring independent judgment and discretion and involving frequent employee and public contact. DUTIES: Perform a variety of administrative duties and provide assistance to prospective and current classified or certificated personnel; resolve personnel-related issues and concerns with discretion and confidentiality; refer more difficult or sensitive issues to supervisor as needed. E Process forms to complete employment, termination and benefit processes for employees. E Receive applications for prospective candidates to fill vacant positions; review applications to identify candidates meeting minimum qualifications and other predetermined criteria. E Perform a variety of administrative duties related to the classified or certificated personnel function; develop and maintain personnel and payroll-related forms; compose and type letters, reports, and other documentation as directed.

FRANKLIN-MCKINLEY ELEMENTARY SCHOOL DISTRICT CLASS TITLE: HUMAN RESOURCES TECHNICIAN BASIC FUNCTION: Under the direction of the Assistant Superintendent of Human Resources, perform a variety of technical duties and provide assistance to prospective and current classified or certificated personnel; assist in the recruitment, screening and processing of new personnel; prepare and maintain a variety of related personnel files, records and reports. REPRESENTATIVE DUTIES: Perform a variety of administrative duties and provide assistance to prospective and current classified or certificated personnel; resolve personnel-related issues and concerns with discretion and confidentiality; refer more difficult or sensitive issues to supervisor as needed. E Process forms to complete employment, termination and benefit processes for employees. E Establish and maintain a variety of personnel files and records with discretion according to established procedures, policies, rules and regulations; maintain job recruitment folders, applicant forms and test information; maintain position control records; prepare notices of employment and change of status for payroll action. E Assist personnel, applicants and the public and provide a variety of information related to the personnel function; research rules and regulations related to personnel policies and guidelines. E Operate a variety of standard office equipment, such as a computer and applicable personnel and payroll software, telephone, typewriter, fax machine, and copier. E Prepare and distribute job announcements for vacant positions and place advertisements in appropriate print media. E Conduct orientation sessions for new employees. E Arrange for substitute personnel to cover absences as assigned. E Perform various administrative activities including answering phones, taking messages, transferring calls, verifying employment, greeting visitors and other activities as assigned. E Assist in conducting or completing surveys from outside agencies as requested. Perform related duties as assigned. KNOWLEDGE AND ABILITIES: Knowledge of: Practices and procedures related to classified or certificated personnel. Operations, policies and objectives relating to personnel activities. Operation of office machines including computer equipment and specified software. Record-keeping techniques. Correct English usage, grammar, spelling, punctuation and vocabulary. Telephone techniques and etiquette. Basic research methods. Interpersonal skills using tact, patience and courtesy. Ability to: Perform a variety of technical duties and provide assistance to prospective and current classified or certificated personnel. Perform a variety of technical duties related to the recruitment, screening, processing and employment of classified or certificated personnel. Prepare and maintain a variety of related personnel records and reports. Apply, explain, and enforce rules, regulations, policies and procedures related to assigned personnel. Distribute, screen and process employment applications and other personnel-related documents. Answer telephones and greet visitors and the public courteously. Perform clerical duties such as filing, typing, duplicating and maintaining routine records. Operate a computer and a variety of other office machines. Communicate effectively both orally and in writing. Establish and maintain cooperative and effective working relationships with others. Work confidentially with discretion. Maintain regular attendance. EDUCATION AND EXPERIENCE: Any combination equivalent to: graduation from high school supplemented by college-level course work in business administration, secretarial science, or a related field and four years clerical experience including at least two years of increasingly responsible human resources-related experience. WORKING CONDITIONS: Environment: Office environment. Constant interruptions. Physical demands: Dexterity of hands and fingers to operate a computer keyboard. Hearing and speaking to exchange information. Seeing to read a variety of materials. Bending at the waist, kneeling or crouching to file materials.
