Job Summary

The Panama-Buena Vista Union School District seeks letters of application from qualified certificated candidates who are interested in the position of Assistant Director, Special Services. The Assistant Director works under the direction of the Director of Special Education Programs within the Special Services Division. This leadership role is responsible for overseeing special education programs, ensuring compliance with all applicable laws and regulations, and supporting the implementation of Individualized Education Programs (IEPs). The Assistant Director sets the vision and direction for specific special education programs and provides guidance to school sites and staff to ensure high-quality services for students with disabilities.

Essential Responsibilities:

  • Provide leadership in the planning, development, and implementation of special education programs aligned with district goals and federal/state mandates.
  • Support the Director of Special Education by providing technical, specialized, consultative, and advisory input on programmatic and legal matters related to special education.
  • Ensure compliance with all applicable federal and state laws and regulations, including IDEA, Section 504, and the Americans with Disabilities Act (ADA).
  • Chair IEP meetings as needed, ensuring procedural and substantive compliance with special education law and best practices.
  • Assist in the recruitment, interviewing, selection, and onboarding of special education personnel to ensure high-quality staffing across district programs.
  • Plan, coordinate, and deliver professional development and coaching for special education and general education staff on instructional practices, compliance, trauma-informed care, and inclusive education.
  • Evaluate program effectiveness through the analysis of student data, staffing trends, enrollment projections, and compliance indicators to guide decision-making and continuous improvement.
  • Recommend future needs and program expansion, including identifying and proposing new classroom locations, staffing, and facility needs to the Assistant Superintendent.
  • Coordinate and support site administrators and staff in implementing prevention and intervention programs for identified and at-risk students.
  • Oversee the delivery of services and placement for students with disabilities, including inclusive settings, to ensure access and success.
  • Supervise and support certificated and classified staff within the Special Education Division, including teachers, paraeducators, and clerical personnel.
  • Assist in monitoring budgets, program expenditures, and the effective use of special education resources.
  • Facilitate collaboration across departments and serve as a liaison with external agencies to ensure cohesive support for students with specialized needs.
  • Serve as an integral member of the district’s leadership team, contributing to initiatives related to student wellness, school safety, and inclusive practices

MINIMUM QUALIFICATIONS Valid California Teaching or or Pupil Personnel Services Credential Valid Administrative Services Credential. Master’s degree from an Accredited university with major coursework in Education, Special Education or related field. 6-8 years of increasingly responsible experience in special education at the school site and program level administration, including 3-5 years in a leadership capacity.

SALARY AND TERMS OF SERVICE Annual Salary Range: $141,304 - $171,301 nine (9) steps, eight (8) hours per day.  Placement on the salary schedule is determined by the number of years of relevant experience. $2,500/year stipend for a Doctorate Degree; Longevity of $1,500 after 15 years of qualified District service and $3,500 after 20 years of qualified District service. Additional days, evenings/weekends as needed to perform related job duties and responsibilities. The District currently contributes up to $19,793.00  per year to family dental, medical, and vision insurance plans and a life insurance plan for employee only.
