DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES: Responsible for the coordination and the articulation of instructional services K-12; providing support, assistance and guidance in the development of school programs. Plan, coordinate, and administer federal instructional programs, as well as other special programs for the District; interpret, implement and develop all consolidated programs proposals, program guidelines, and individual project components; and perform related duties as assigned. Areas of responsibility include, but are not limited, to the following: Title I, ESSA, English learners, intervention programs, assessment programs and Summer School. SUPERVISOR: Associate Superintendent, Education Services TYPICAL DUTIES: • Coordinate and manage all aspects of the District Instructional Program and articulate the instructional programs among Lincoln Unified schools, K-12. • Assist in the development, allocation, and monitoring of budgets within the Education Services division • Planning and coordination of programs to meet the diverse needs of students including English Learners • Ensure coordination of individual project components with district, state and federal programs; prepare comparability reports in conjunction with the Business Department; prepare, monitor and evaluate annual budgets for assigned programs, (Title I, Title III, & others as assigned); approve appropriate expenditures • Manage fiscal operations of Federal programs; assure federal funding; prepare funding applications and reports as appropriate • Determine eligibility of schools for participation in various programs, collaborate on the determination of eligibility of students participating in various programs; monitor and review all program sites for maintenance of effort and compliance with district, state and federal rules and regulations • Act as a liaison with the State Department of Education; maintain effective communications with District employees, members of School Site Councils, and District English Learner Advisory Committee • Coordinate with private schools as it relates to applicable State and Federal funding to ensure equitable services through consultation, program evaluation, allocation/expenditure of funding, compliance, and other activities necessary based on state and federal regulations. • Maintain current knowledge and interpret applicable rules, regulations, policies, procedures, contracts, State and Federal laws, codes and regulations. • Manage District State and Federal web page, providing regular content updates along with all relevant information • Provide administrative leadership and liaison with community officials including Board of Trustees, community groups, State Department of Education, County Office of Education, and other such groups as assigned • Perform related duties as assigned by Associate Superintendent and Superintendent Ability to: • Interpret and apply district policies and regulations, state and federal laws and rules, education codes and government codes • Establish and maintain effective working relationships with a variety of stakeholders, including (but not limited to) District staff, site administrators, parent and community leaders, community partners • Prepare and deliver presentations • Plan organize and coordinate district’s goals and objectives • Interpret, apply and explain rules, regulations, policies and procedures • Facilitate decision-making at all levels • Collect and analyze data from a variety of sources, evaluate and plan program improvement • Make effective public presentations of program information • Physical capability sufficient to perform job duties To be considered for hire, candidates must meet the minimum requirements including a successful interview and successful interview and successful reference checks.
