BASIC FUNCTION
Under the direction of the Senior Director, assists with maintaining, updating, and implementing the District Master Plan for construction and modernization. Assists with overseeing facility planning, design, construction, and modernization; coordinates inspections; consults with contractors on construction projects; represents the District in facility-related matters. Performs management duties, including assisting with budget development and monitoring, policy maintenance, public relations, employee supervision, and unique project analysis.

 

REPRESENTATIVE DUTIES

  1. Assists the Senior Director with providing administrative oversight, planning, implementing, organizing, and directing the work of the Facilities Department for renovation, modernization, and new construction programs. Analyzes needs and recommends building programs and priorities.
  2. Assists with directing the design, development, and analysis of school building construction and modernization projects, including implementing quality control for construction cost validation, value engineering, constructability reviews, bid alternatives, and bid analysis.
  3. Assists with coordinating activities for new school construction, modernization, and renovations, including temporary building projects, demolitions, facility emergencies, and other school-related facility matters.
  4. Provides technical expertise to the Senior Director regarding assigned functions and recommends policies, procedures, and programs.
  5. Assists in selecting and monitoring construction management teams, project managers, architects, engineers, contractors, vendors, and inspectors to ensure project quality and status.
  6. Ensures planning, drawings, and specifications are reviewed by relevant District departments and personnel for compliance with standards and preferences.
  7. Reviews and recommends actions on constructability reviews, RFIs, change orders, submittal processing, and project scheduling. Assists with the procurement process, contract administration, and bid preparation.
  8. Coordinates with other departments to develop and maintain District standards. Ensures compliance with state school facilities program guidelines and maintains inventory control of all record drawings.
  9. Assists employees and contractors in planning projects to ensure adherence to code regulations, blueprints, and District standards.
  10. Assists with ensuring contractor compliance with construction documents, specifications, and punch lists. 11. Ensures compliance with bond oversight requirements. Prepares agendas and facilitates aspects of the Citizen's Bond Oversight Committee.
  11. Supervises and maintains construction and modernization project records.
  12. Assists with cost estimation, budgeting, and cash flow related to facility master plan implementation.
  13. Attends meetings to maintain knowledge of legislation, legal codes, and requirements. 15 . Interviews, trains, evaluates, and disciplines employees as needed.
  14. Prepares reports, conducts meetings, and presents to school sites, community groups, and stakeholders.
  15. Assists with overseeing the District's Energy Conservation program.
  16. Performs duties of the Senior Director as needed in their absence.
  17. Performs related duties as assigned.
  18. May work flexible hours and is responsible for taking after-hours calls to address issues, such as turning on lights or HVAC systems or responding to emergencies as they arise
  19. Ensures the timely completion of DSA closeout documentation and certification of related projects.
  20. Coordinates with District legal teams as necessary.
  21. Respond to emergencies related to transportation, determining and implementing appropriate actions to resolve issues.

KNOWLEDGE AND ABILITIES
Knowledge of:

  1. Financial analysis and reporting techniques related to facilities master plans.
  2. Management principles, including budgeting and project management.
  3. Building codes, laws, rules, and regulations for school facility construction and maintenance.
  4. Construction, design, maintenance, and operations of school facilities.
  5. State facilities funding opportunities and architectural design principles.
  6. Hazardous materials regulations and procedures.
  7. Public relations principles and interpersonal communication strategies.
  8. Supervisory principles and practices.
  9. Safety practices and procedures.
  10. Legal contracts, bid preparation, and public works procurement.

 

Ability to:

  1. Manage, plan, and oversee construction and modernization projects.
  2. Read and interpret drawings, blueprints, and construction-related documents.
  3. Analyze construction and budgetary data and provide sound recommendations.
  4. Supervise, train, and evaluate personnel.
  5. Communicate effectively both orally and in writing.
  6. Maintain effective relationships with contractors, architects, engineers, and stakeholders.
  7. Ensure compliance with District policies and safety regulations.
  8. Work independently, manage time efficiently, and respond to emergencies.

 

 

EDUCATION AND EXPERIENCE
 Any combination equivalent to:

  1. Bachelor’s degree in business administration, engineering, architecture, facilities planning, construction management, or a related field.
  2. Four years of full-time school district or public agency experience in architecture, construction, or facilities management, including two years in a supervisory role.

 

LICENSES AND OTHER REQUIREMENTS

  1. Valid California driver’s license.

  

WORKING CONDITIONS
