We have an exciting opportunity for a Vice President of Human Resources located at our campus in Temecula, CA that will serve our campuses District-wide. The Vice President of Human Resources is responsible to the Superintendent/President for planning, organizing, directing, and leading a wide variety of human resources functions including but not limited to the following: human resources activities; faculty, staff and management recruitment and selection processes; diversity, equity and equal employment opportunity; staff development and professional development programs and services; initiation and implementation of personnel rules, policies and procedures; benefits administration; risk management and workers compensation, contract negotiations; employee relations; contract management; employee evaluation, documentation and disciplinary matters; and personnel-related statutory and regulatory compliance. This is an administrative position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and recommendation of District policies, regulations and budget decisions related to the area of responsibility. Initial placement on the salary schedule will be commensurate with education and experience, along with a car and cell phone allowance stipends. This is a 12-month administrative position with day and evening assignments. Classified administrators serve under contract and make contributions toward PERS or STRS (a retirement plan). Benefit package includes comprehensive medical, dental and vision plans, life insurance, sick leave, and 22 days of vacation per year. Administrators serve District-wide and may be assigned to the San Jacinto Campus, the Menifee Valley Campus, the Temecula Valley Campus, or any District facility. Additional openings that become available prior to the end of the hiring process may also be filled from the qualified applicants.
MINIMUM QUALIFICATIONS 1. A Master's degree in Business, Human Resources, Public Administration or a related field; AND 2. Five (5) years of related, senior administrative experience, preferably in a community college human resources office or other environment having exposure to labor law, collective bargaining, and Federal/State Discrimination laws; AND 3. Proven experience in the development and implementation of Human Resources systems operations in a diverse complex organization; AND 4. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff. DESIRED QUALIFICATIONS 1. Extensive experience managing salary and benefits programs, ensuring competitive and equitable compensation structures 2. Proven expertise in designing and implementing Diversity, Equity, and Inclusion (DEI) initiatives, with in-depth knowledge of EEOC and DFEH rules and regulations 3. Demonstrated leadership as a chief negotiator in public school collective bargaining, with a track record of achieving successful labor agreements 4. Extensive experience conducting administrative investigations, ensuring compliance with legal and organizational policies 5. Expertise in developing, implementing, and managing staff development programs that enhance employee growth and organizational effectiveness 6. Strong knowledge of ADA compliance, SB 198 Injury and Illness Prevention, the Brown Act, and sexual harassment laws, ensuring adherence to all relevant legal and regulatory requirements (Please see MSJC Job Posting for full list of Desired Qualifications)
