The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students. In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment. Job Summary
The Orange County Department of Education's Administrative Services Division is essential to managing the internal operations that support the entire department. Our diverse business units, including Catering, Student Nutrition, Facilities and Operations, Fiscal Services, Human Resources, Purchasing and Contracts, and Risk Management, ensure that OCDE functions efficiently and effectively. We are currently seeking a highly skilled and dedicated Manager, Accounting, and Budget Support to join our Fiscal Services team. This role will oversee key functions in accounting, budgeting, payroll, and position control, including financial analysis, budget planning,and fiscal reporting, while ensuring compliance with state and federal regulations. Key Responsibilities: • Manage and provide oversight of accounting, budget, payroll, and position control functions within the Administrative Services Division, overseeing managerial, professional, technical, and clerical staff. • Participate in the development and implementation of budget programs, including projecting income and expenditures, preparing budget submissions, and ensuring compliance with state and federal guidelines. • Project cash flow, review budget transfers, and make necessary adjustments to cost centers and individual accounts. • Coordinate fiscal activities with other divisions, outside agencies, and the general public to ensure seamless integration and alignment with organizational goals.
Requirements / Qualifications
Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: • Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business or public administration or a related field. • Four(4) years of finance, budgeting, accounting, or related experience.
