The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students. In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment. Job Summary
The Orange County Department of Education (OCDE) is seeking a dedicated Human Resources Employment Specialist to support and enhance recruitment and selection processes across the organization. In this role, you will collaborate with hiring managers, applicants, and HR teams to develop and implement effective recruitment strategies, evaluate candidate qualifications, and ensure seamless hiring processes. As a Human Resources Employment Specialist, you will play a critical role in identifying top talent, promoting employment opportunities, and ensuring compliance with HR policies and legal standards. Key Responsibilities Include: • Collaborate with hiring managers to create tailored recruitment plans that meet position-specific needs. • Develop advertising strategies, post job openings on EdJoin, and prepare recruitment materials to attract qualified candidates. • Screen applications, evaluate candidate qualifications, and coordinate interviews. • Organize and facilitate interview processes, including developing interview questions, rating criteria, and guiding interview panels. • Conduct reference checks, verify candidate credentials, and extend job offers. • Maintain accurate and legally compliant recruitment records using the EdJoin system and other tools. • Represent OCDE at job fairs and career events, creating materials to promote employment opportunities. • Provide career development support to current staff, including interview coaching and sharing promotional opportunities.
Requirements / Qualifications
Education, Experience, and Training Guidelines: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: • Associate’s degree in management, human resources, psychology, sociology, or a closely related field. • Four (4) years of progressively responsible experience in human resources functions, including specific experience in conducting applicant recruitment/selection. • Experience in California public education is highly desirable.
