THE POSITION: The Personnel Commission is a non-partisan public body responsible for overseeing a merit system employment program for classified (non-teaching employees). Under this employment system, employees are selected, promoted and retained on the basis of demonstrated qualifications assessed through job related examinations. The Personnel Commission generally meets once per month. On occasion, special meetings are held a few times a year. The Personnel Commission is comprised of three (3) members; one member appointed by the Board of Education, one member nominated by the classified employees and appointed by the Board of Education, and the third member appointed by the other two Commissioners. Personnel Commissioners are appointed for three-year terms, with the term of one member expiring on December 1, each year. REPRESENTATIVE DUTIES: The Personnel Commission is the public body responsible for maintaining a “Merit System” for the South San Francisco Unified School District (SSFUSD), which impacts all constituencies of SSFUSD and most readily impacts practices of management and classified employee recruitment, selection, retention, career development and advancement opportunities. To execute these responsibilities, the State Education Code provides that the Personnel Commissioners shall do all of the following: classify positions; recommend salary ranges based on the principles of “like pay for like work”; conduct appeal hearings regarding matters relating to discipline, dismissal, and examinations; conducting fair and objective recruitment, selection, and appointment procedures that result in the establishment of eligibility list to fill vacancies with qualified staff and prescribe rules and regulations related directly and indirectly to such personnel practices. A full description of the Personnel Commission responsibilities and functions is provided in Section 45220 through 45320 of the California State Education Code.
Requirements / Qualifications
To be eligible for appointment to the Personnel Commission, a person must: a) Be a registered voter and a resident of the South San Francisco Unified School District (SSFUSD) b) Be a known adherent to the principle of the merit system (a person who by virtue of prior public or private service has given evidence of support to the merit system concept – i.e. the selection, retention, and promotion of individuals upon the basis of merit and fitness). c) Shall not be an employee or member of the Board of Education of SSFUSD. d) Must be able to meet once per month to conduct business
