Job Description Summary

 

This position will primarily report to the North County Campus in Paso Robles, with occasional support needed at the San Luis Obispo Campus and at the South County Center in Arroyo Grande.

 

DEFINITION

 

Under the general supervision of the assigned Dean, the Director of Continuing Education will provide leadership in the development, coordination, course schedule submission, implementation, and management of noncredit programs, including but not limited to, leading the hiring, evaluation, and supervision of noncredit faculty. The Director shall be responsible for supportive services that meet the educational and training needs of adult learners and lead activities that support successful transition to post-secondary education and the workforce. The Director of Continuing Education is responsible for fiscal and grant management, program planning and review, learning outcomes, and noncredit enrollment services. The Director will provide oversight in the development of noncredit courses and programs that meet the needs of local employers and the community, will coordinate activities with other District programs, faculty, and administrators to establish adult education and workforce development processes reflective of District goals. The Director will collaborate with all departments and programs across the College and K-12 districts. The responsibilities of the Director extend to all sites including providing linkages with community organizations and agencies.

 

DISTINGUISHING CHARACTERISTICS

 

The Director of Continuing Education is distinguished by the requirement to direct and provide leadership for noncredit programs of Continuing Education, including program planning and review, development, and administration of program policies, procedures, and services. The incumbent will provide leadership for the creation and expansion of noncredit programming, grant management, ensuring fiscal management and reporting requirements are compliant with funding sources, and ongoing needs assessment and development of long-range plans. The Director is responsible for leading the development of equitable, responsive, accessible, and learner-centered noncredit programming for students to attain and achieve their personal, educational, and vocational goals. The Director works in close collaboration with programs and departments across the district and will lead the planning, organizing, implementing, and management of the operations and activities of noncredit program development and other academic related processes; curriculum and program development, supervision of noncredit faculty, hiring process, and evaluation, coordinating communications, personnel, and information to meet program and community need. The Continuing Education Director will coordinate with Deans, Division Chairs, and Student Success and Support Programs to develop career and academic pathways that transition noncredit students to the workforce and post-secondary education. The Director will supervise and evaluate noncredit faculty and staff assigned to the noncredit programs of Continuing Education to ensure consistent delivery and effective student support services.

 

This position promotes student learning and institutional effectiveness by implementing noncredit programs that provide general and special populations access to educational opportunities and ensuring noncredit academic and support services are delivered and documented across the District.

Essential Functions & Qualifications

 

ESSENTIAL FUNCTIONS

 

• Plans, coordinates, and supervises the operations, services, and activities of the District's Continuing Education programs and services;

• Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the noncredit programs;

• Develop curriculum for noncredit courses and noncredit certificate programs that meet the needs of adult learners, local employers, and the community;

• Direct, supervise, and oversee the routine operations and delivery of instruction for the Continuing Education Department;

• Directs operations of Continuing Education by developing, coordinating, promoting, implementing and assessing programing for non-traditional adult students, including courses, workshops, support services, and bridge programs that include basic skills instruction, college preparation, technical training, and career development;

• Leads efforts in noncredit faculty and staff recruiting;

• Develop, supervise, and evaluate noncredit faculty and staff;

• Direct the development, revision, and evaluation of noncredit programs in Continuing Education;

• Manages the development and administration of the program's budget; directs the forecast of additional funds; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary;

• Provides leadership in the Institutional Program Planning and Review (IPPR) process and implementation;

• Implement the mission and policies of the College and ensure that assigned faculty, personnel, and programs strive to achieve the College mission, vision, and institutional goals;

• Provide leadership for the planning and implementation of noncredit programs and student services;

• Advance equity, diversity, and inclusion through educational program planning;

• Develop course schedules aligned with identified community need and expand noncredit educational opportunities;

• Create noncredit course outlines of record and noncredit certificate programs;

• Lead the process for developing noncredit educational programs to meet the needs of local employers, businesses, and the community;

• Direct and supervise activities related to outreach, promotion, enrollment, orientation, and success activities for noncredit programs and sites;

• Provide oversight of strategic planning and educational master planning efforts related to assigned programs;

• Direct and implement a process for systematic review and evaluation of assigned operations, offices, activities, and programs, utilizing data, outcomes and recommendations to improve, strengthen and enhance operations and services to cultivate high quality, student-focused learning environments and experiences;

• Monitor changes in regulations and policies concerning noncredit programs and initiatives;

• Supervise on and off campus activities related to all areas of responsibility;

• Plan and analyze the research and implementation of new tools and trends necessary to provide innovative student success and support techniques and strategies for noncredit programs and services;

• Participate in the selection and employment recommendations of regular and temporary staff with areas of responsibility throughout the District;

• Participate in professional organizations, attend meetings and conferences and other activities to maintain current in noncredit programs and student success;

• Represent the District on boards and committees at local, regional, state, and national levels to promote and support Continuing Education and associated programs;

• Participate in recruiting, interviewing and selecting faculty and staff;

• Assure consistency and accuracy for the programs, college publications, and outreach materials;

• Obtain and maintain agency contractual agreements;

• Assist with scheduling noncredit course offerings and assignments for faculty; and

• Perform other related duties as required.

 

QUALIFICATIONS

 

Education:

 

Required

 

• Master's degree from an accredited institution.

 

Experience:

 

Required

 

• Two years of experience working in an instructional setting;

• Two years of experience with program and budget management;

• Direct service to underrepresented and disadvantaged students.

 

Preferred

 

• Degree or work experience in project management and/or administration in Continuing Education programs;

• Successful budget management;

• Understanding of data tracking and reporting;

• Previous experience with college outreach activities;

• Two years of related community college experience;

• Bilingual Spanish preferred.

 

Knowledge of:

 

• Operations, services and activities of Continuing Education programs including California Adult Education Program and Workforce Innovation and Opportunity Act;

• Administrative principles and practices, including goal setting, budget development, program development, implementation and evaluation;

• Workforce Innovation and Opportunity Act regulations and guidelines;

• Noncredit Program regulations and guidelines;

• Applicable federal, state, local, and District laws, regulations, ordinances, policies, and procedures relevant to Continuing Education programs, projects, and operations;

• Policies and objectives of assigned programs and activities;

• Data control procedures and data entry operations;

• Record-keeping and report preparation techniques;

• Interpersonal skills using tact, patience, and courtesy;

• Public speaking techniques;

• Governmental and community resources serving the needs of targeted populations;

• Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software;

• Correct usage of English, grammar, spelling, punctuation, and vocabulary; and

• District policies and procedures

 

Ability to:

 

• Establish and maintain cooperative working relationships with those contacted in the performance of duties; and

• Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and of staff and students with physical and learning disabilities.

 

Physical ability to:

 

• Read and comprehend printed matter and text and data on computer monitors;

• Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;

• Sit or stand for extended periods of time;

• Lift and/or carry 25 pounds; and

• Exert manual dexterity sufficient for keyboard and other office equipment operation.

Per Cuesta College's bargaining agreement, new employees are placed at Steps A through C, which is the anticipated hiring range also listed below. • Salary Schedule Range: $9,632- $11,708 per month.
