Job Summary: Human Resource Specialist responsibilities are to provide leadership in developing, achieving, and maintaining the best possible programs and HR services. To facilitate the administration of services for certificated and classified staff in accordance with the California Education Code Regulations, Board Policies, and Master Agreements. To supervise the translation of the District’s personnel philosophy, goals, and objectives to benefit district employees. The Human Resource Specialist is responsible for the administration of the various District HR services, including but not limited to supporting and enhancing employee/employer relations, staffing of the schools, and knowledge of position control, employee improvement programs, evaluations, and new teacher support programs. Supervises and manages areas related to risk management, leaves management, employee safety, workers’ compensation, OSHA compliance, and hazardous materials management and training.
Experience, Education, Licenses, and Certificates: Minimum requirements: • AA required • BA or BS (preferred). • Completion of Association of California School Administrators (ACSA) Personnel Academy or comparable training (preferred). Qualifications: Experience: • Three to five years of successful experience in Human Resource, Personnel Services and/or related experience at the district office, school site or executive level is preferred. • Demonstrates qualities of leadership, ability to speak and write effectively, broad knowledge and skill in effective communication and problem solving. • Successful experience in labor relations and negotiations. Knowledge Of: • State Labor law • California Education Code • Policies, Regulations, and Bylaws of school governance • California Public Employee Relations Act • The Rodda Act
