THE POSITION: The Senior Program Specialist, Child Welfare and Attendance Unit, will be assigned to the Los Angeles County Office of Education (LACOE) Division of Student Support Services and shall primarily serve as a regional liaison for a cohort of local educational agencies (districts and charter schools) within Los Angeles County. This position will provide specialized technical assistance, interpretation and guidance in regard to child welfare and attendance and serve as a resource for LEA professional and technical personnel, support assessment of program needs and professional development; and perform related duties as assigned. The position requires specialized subject matter expertise in education and student services, as well as extensive, directly related and progressive experience in the areas of student discipline, and laws relating to minors, interdistrict and expulsion appeals, custody, residency, and enrollment, attendance, chronic absenteeism, dropout, student and parent rights support, student records, homeless education, and the School Attendance Review Board. Knowledge is applied to research, evaluation concepts, solutions, and recommendations concerning educational programs. Under administrative direction, the specialist makes decisions of critical consequence, influencing daily operations of school district organizations, and the implementation and revision of established policies and procedures. This position meets most frequently with child welfare and attendance and student services personnel, for the purpose of gathering and supporting the interpretation of data, facts, procedures and policies. Administrative direction is provided by the Coordinator III, Child Welfare and Attendance.

Requirements / Qualifications

EXPERIENCE AND EDUCATION: Experience: • Five years of progressive leadership experience as school counselor, school social worker or a campus or district administrator. Education: A Master's degree in social work, counseling, or psychology or closely related field from an institution of higher learning accredited by one of the six regional accreditation associations as recognized by the Council on Postsecondary Accreditation. LICENSE OR CERTIFICATE (Must attach a detailed certification/credential with document number to application): • Must possess and maintain a valid Pupil Personnel Services Credential (PPS) in school social work, school counseling, or school psychology. • Child Welfare Authorization (CWA) is preferred.
