Hartnell College is one of the oldest institutions of higher education in California. Founded in 1920 as Salinas Junior College, the school was renamed Hartnell College in 1948, and the Hartnell Community College District was established the following year. The College is preparing to join with its students, employees, alums and the greater community to celebrate its Centennial, beginning in Fall 2019. Hartnell moved into a new building on its current 54-acre site, at 411 Central Ave. in Salinas in 1936. The Main Campus is located in Monterey County, just a 25-minute drive from the scenic Monterey Peninsula and the Monterey Regional Airport. Its Alisal Campus in east Salinas, opened in 2014, houses its Agricultural Business and Technology Institute, its Sustainable Design and Construction Center, a diesel program, an automotive technology program and its computer science program. Hartnell also holds classes at its education center in King City, opened in 2002, and at numerous off-campus locations in north and south Monterey County. Thanks to a $167 million local bond measure – known as Measure T – approved by district voters in 2016, it is preparing to expand that facility and open new centers in Soledad and Castroville, as well as a new state-of-the-art building for its nursing and allied health programs on the Main Campus. Along with renovation of two classroom buildings and new landscaping, also on the Main Campus, those projects are scheduled for completion by 2021. The College serves the Salinas Valley, a fertile agricultural region some 10 miles wide and 100 miles long, as well as part of southern San Benito County. It draws most of its annual enrollment of 17,000 students from Salinas and the communities of Bradley, Castroville, Chualar, Gonzales, Greenfield, Jolon, King City, Lockwood, Moss Landing, San Ardo, San Lucas and Soledad. Students also come from Monterey Peninsula communities and elsewhere in California’s Central Coast, as well as from other states and countries. All are drawn Hartnell's academic excellence and focus on the success of students in its four-year transfer, nursing and technical programs, as well as a proud tradition in intercollegiate athletics, with 12 men’s and women’s teams.

Under general policy direction, plans, organizes, directs and integrates instruction and operations of the programs, services and activities of the Career Technical Education (CTE) and Workforce Development academic division; oversees educational planning and curriculum development for non-credit courses in accordance with the District's missions, goals and objectives; coordinates CTE, Workforce Development and Strong Workforce Programs with other educational partners, regional business groups and District divisions; provides highly responsible and complex professional assistance to the Vice President of Student Success and Teaching Excellence in areas of expertise; and performs related duties as assigned.
CLASS CHARACTERISTICS:
The Dean, CTE and Workforce Development is distinguished from other Dean classes by its responsibility to integrated academic, career and workforce programs. The Dean, CTE and Workforce Development represents the District and oversees or participates in adult education and regional consortiums, workforce development groups, and other state and regional industry groups. The work involves a wide variety of independent decision making, within legal and general policy and regulatory guidelines. The incumbent is accountable for accomplishing area planning, goals and objectives and for furthering District goals and objectives within general policy and regulatory guidelines.
Examples of Duties
REPRESENTATIVE DUTIES:
• Plans, organizes, directs, controls, integrates and evaluates the work of faculty, classified professionals in the CTE and Workforce Development division; with other Deans and academic administrators, managers and staff, develops, implements and evaluates plans, goals and objectives; develops regional workforce development educational opportunities, strategies, programs and engagement to be implemented by the District; develops occupational training, certification programs and degree pathways; manages and directs development, implementation and evaluation of work processes, systems and procedures to achieve annual goals, objectives and work standards.
• Directs and manages the selection of full-time and adjunct faculty and divisional staff; coordinates associated processes with Human Resources; conducts and/or facilitates new faculty and/or staff orientations; encourages continuing professional development; works with employees on performance issues; oversees, facilitates faculty, staff, student and community conflict resolution and grievance processes.
• Oversees and ensures the timely evaluation of faculty and staff and reviews work for acceptability and conformance with District and area standards, including program and project priorities and performance evaluations.
• Plans, manages and directs the District's Strong Workforce Program; develops programs to support work-based learning including internships, apprenticeships and job placement; develops and implements processes for departments to apply for funding; develops, updates and publishes the District's CTE and Workforce Development Plans.
• Facilitates coordination and alignment of CTE and workforce development programs and curriculum with local and regional K-12 programs, Regional Occupational Programs, Adult Education programs, and programs at other colleges to enhance student career opportunities and success.
• Conducts research, needs assessment and gap analysis of regional workforce needs; facilitates identification of shared interests with other community colleges and educational institutions; sets goals and objectives and develops projects and workplans; makes recommendations on potential service areas, industries and identified educational gaps; identifies barriers to student entry and develops outreach and recruitment plans and support programs.
• Develops external partnerships and provides leadership in the coordination of state, local and regional collaborations and consortiums; acts as liaison to, and builds partnerships with, regional and county officials, employers and other community colleges to implement adult education and workforce development educational initiatives.
• Evaluates program effectiveness, accountability for student outcomes, and support for full and part-time faculty within the District's academic, career and workforce portfolio of programs; utilizes data to guide modification of programming for continuous process and outcomes improvement.
• Oversees grant and external funding including Perkins and Strong Workforce funding; identifies and oversees application processes; ensures proposals meet funding agency requirements and priorities; ensures accuracy of fiscal management processes including forecasting of additional funds needed for staffing, equipment materials and supplies; budget forecasting and planning, expenditure management, auditing and appropriate usage of grant funds; develops and submits mid-year and annual budgets to the District, State Chancellor's Office and other funding sources; ensures District compliance with mandated program and reporting initiatives, requirements and regulations.
• With faculty, staff and administration, ensures compliance with the California Code of Regulations Title 5, accreditation standards, Board Policies and Administrative Procedures; oversees and participates in reviewing equity and student learning outcomes and assessments; fosters quality instruction and optimal program functioning; develops and updates reports and data tracking success measures for curriculum, courses and programs in area of responsibility; ensures timely and accurate reporting of mandated reports and data.
• Leads and participates in various District committees and advisory boards; makes presentations to the Board of Trustees, Cabinet and other District groups.
• Oversees and participates in conducting a variety of analytical and operational studies regarding programmatic activities; prepares comprehensive technical records and reports, identifies alternatives and makes and justifies recommendations.
Other Functions:
• Chairs and oversees faculty tenure and four year-probationary evaluation and review processes; serves on search committees.
• Develops, analyzes and implements curriculum standards to meet student needs and compliance with established curriculum and content standards and requirements; provides technical advice on curriculum changes and modifications and transfer articulation proposals; oversees development and implementation of new courses, programs and instructional activities; budgets and allocates teaching units, oversees class scheduling and monitors enrollment and actual teaching units against approved budgets.
• May serve as a designee for the Vice President of Student Success and Teaching Excellence when assigned.
• Performs related duties as assigned.

Supplemental Information
Education and Experience
• A master's degree from an accredited college or university and three years of increasingly responsible experience as an academic administrator or in a leadership role in CTE and Workforce Development.
LICENSES AND OTHER REQUIREMENTS:
Some incumbents in this classification may be required to possess a valid California driver's license and to use a personal vehicle.
CONDITIONS OF EMPLOYMENT:
This is a regular, full-time academic management position. Management salary range III: $157,798.00 to $191,804.00 annually (within this salary range, the successful candidate's starting salary will be commensurate with education and experience). Annual doctoral stipend: $3,000.
