Job Summary

Job Summary

Under the direction of the Personnel Commission, the Executive Director - Classified Personnel Commission plans, organizes, controls, and directs the classified human resources program in compliance with merit system rules and regulations; directs a program of personnel management for the classified staff, including programs of recruitment, selection, assignment, transfer, promotion, retirement, evaluation and staff development to ensure highly qualified personnel are hired and retained; serves the Personnel Commission as its ex-officio Secretary and Personnel Director in accordance with the Education Code; and performs other related duties.

Requirements / Qualifications

EDUCATION AND EXPERIENCE: • Bachelor's degree in organizational leadership or development, human resources or a related field from an accredited college or university. A master's degree is highly desirable. • Five years in increasingly responsible human resources and/or personnel administrative experience; previous experience in working in a merit or civil system public agency is highly desirable. KNOWLEDGE OF: Federal, state, and local laws, codes, rules, regulations, court decisions and legal interpretations related to the employment of personnel in a public agency with a Civil Service or Merit System. Principles, theories, trends, methods, processes, procedures and practices of public human resources administration and merit systems, including recruitment, testing, selection, position classification and compensation. Governing Merit System rules and regulations; budget preparation and control. Classification, pay determinations, recruitment, examination, and related human resources practices and techniques. Research and statistical methods and their application to administering a range of personnel functions including analyzing community wage data, recommendation compensation ranges, setting examination pass points, and preparing employment and statistical reports. Principles and practices of public administration, including budgeting, purchasing, and maintenance of public records. Planning, organization, and direction of the classified human resources program. Effective communication; interpersonal skills using tact, patience and courtesy; human relations strategies, methods, and techniques. Principles and practices of effective management and supervision. LICENSES AND OTHER REQUIREMENTS: A valid California Driver's License with a driving record that meets the insurance requirements of the District. EXAMINATION: The examination process may consist of any or all of the following: qualifying technical and experience, written, performance and/or technical oral interview with a panel of merit system experts. The technical oral interview will be weighted at 100%. FINAL SELECTION: The final selection will be made by the Personnel Commission from the top three ranks of candidates following a candidate non-qualifying interview with an Advisory Panel of Bellflower Unified School District representatives. All offers of employment are conditional, based upon the successful completion of the following: Fingerprint/background clearance, drug screening, and a test for tuberculosis by a district approved physician.
