FINANCIAL ANALYST
DEFINITION
Plans, coordinates, and conducts budget analysis and development, financial projections, systems design and analysis, resource allocations, and fiscal management.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by the Assistant Superintendent, Business Services.
General supervision is exercised over a clerical support position.
EXAMPLES OF DUTIES
Analyzes, develops, and monitors budgets and budgetary procedures; prepares enrollment projections, formulates teacher, clerical, and support staffing allocations.
Prepares budget, financial, and Board reports for submission to the Superintendent, the Board of Education, and appropriate County and other government agencies.
Conducts in-service training programs for District personnel, including directors, principals, coordinators and support staff in areas related to the District budget.
Composes a variety of technical guides, handbooks, written materials and reports relating to financial and other business matters.
Determines techniques for gathering, converting, processing, and reporting data.
Consults with Information Systems personnel to define information systems requirements related to business system operations.
Updates and maintains the account code structure and elements within the District's business computer system.
Conducts meetings and makes presentations regarding results of financial analysis and enrollment reports.
Prepares and assists in preparing various State and Federal grant applications and reports.
Provides technical assistance related to the budget, site based budgeting, management reports and Business Services policies and procedures.
Coordinates with Payroll and Personnel in implementing position control procedures to ensure staffing budget controls are maintained.
Performs related duties as assigned.
CLASS QUALIFICATIONS
Knowledge of:
The California Education Code.
Math sufficient to add, subtract, multiply and divide whole numbers and fractions and calculate means, medians, and modes.
Basic principles, practice and terminology of finance, budgeting, and accounting.
Research techniques including statistical analysis and graphic presentations.
Computers as they relate to the development of business and management financial system reports.
Financial, statistical, and word processing software, including Microsoft Windows, Excel, Work, and PageMaker.
Ability to:
Effectively communicate orally and in writing.
Establish and maintain cooperative working relationships.
Conduct meetings or instruct in groups.
Read, analyze and understand complex regulations, laws, legislation e.g. school finance legislation, budget and financial reports.
Ability to:
Plan, conduct, and evaluate studies and data.
Work with a minimum of supervision.
Supervise the work of others.
Conceptualize and explain complex issues.
Write clear, concise reports that incorporate statistical data.
Operate a computer terminal and a variety of software programs.
Maintain vehicle liability insurability.
EMPLOYMENT STANDARDS
Minimum Requirements:
Four years of experience in an administrative or staff position with responsibility for such activities as financial analysis, data systems analysis, long range planning, and report writing.
A Bachelor's degree in business administration or equivalent.
Desirable Requirements:
A Master's degree from an accredited college or university, preferably including courses in finance, accounting, management, educational administration, quantitative analysis and budgeting.
Written and oral proficiency in a second language.
License of Certificate
Possession of a valid State of California Class C driver's license and use of an automobile to visit work sites and attend meetings.
