POSITION SUMMARY
Under the direction of the Director of Special Education, assists with implementation of the Special Education Local Plan to assure educational opportunities for identified students and oversee a coordinated system of student identification and assessment, procedural safeguards, personnel development, internal and external program review(s), data collection and program effectiveness. Additional areas of responsibility may include, but not be limited to, fiscal management, interagency agreements, preparation of reports, supervision of certificated and classified personnel, recruitment, litigation and recommendations for Special Education policy and procedure.
MAJOR DUTIES AND RESPONSIBILITIES
- Provides leadership to assigned Special Education program segment(s), school administrators and parents
- Maintains and enforces school and District rules/policies
- Implements State and District guidelines and policy relative to Special Education
- Assists in the fiscal management of the District Special Education programs
- Represents the District and allocates District resources through the IEP process
- Supervises and evaluates designated certificated and classified personnel
- Assists in recruiting staff
- Assists the Special Education Director and school principals in the supervision and evaluation of certificated personnel
- Assists the Special Education Director in the development of school speech/language, adapted physical education and psychologist schedules and special assignments
- Assists with the development and implementation of District procedures and facilitates the resolution of complaints
- Assists principals in coordination of school Special Education programs
- Coordinates standardized testing for students with special needs and provides training to Special Education teachers on test administration procedures
- Conferences with teachers and parents concerning problems of Special Education student adjustments and/or attendance to ensure student success in school and make appropriate referrals for specialized services
- Assists the Director in developing, planning and training staff on an on-going basis and preparation for State reviews
- Assists schools in curriculum development, curriculum implementation and instructional improvement for Special Education programs
- Plans and facilitates collaboration meetings for articulation of Early Intervention, elementary, middle school and high school Special Education programs
- Plans and provides professional development and parent education
- Serves as the liaison between State agencies and the District Special Education students and their families
- Coordinates interagency, non-public school/agencies and LACOE programs
- Consults with attorneys and advocates regarding District policies and procedures
- Promotes staff and community relationships that are in the best interest of the students and school
- Organizes, implements and supervises extended school year (summer school) programs for Special Education students
- Provides supervision to the RTI Program in qualifying students for Special Education
- Maintains responsibilities related to IEPs, monitoring special student cases and parent concerns
- Assists the Director in program operations, including making recommendations for staffing, budgeting and developing Special Education procedures and guidelines
- Attends SELPA, State Department and County meetings, as needed
- Performs other duties as assigned by the Director of Special Education
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of program options available to special education students, ages birth to 22, including preschool, WorkAbility, and Transition Partnership Program
- Knowledge of laws relating to special education and program implementation, assessment and IEP development
- Ability to develop and write appropriate IEPs
- Ability to plan and conduct meaningful meetings, in-services and workshops
- Knowledge of interventions, accommodation, modifications and interventions for special education and regular education programs
- Possesses appropriated teaching background in the area of special education
- Knowledge of methodologies appropriate for teaching special education students, as well as students acquiring a second language
- Ability to develop, organize and implement new programs
- Be an effective speaker and writer
- Demonstrates effective interpersonal skills
QUALIFICATIONS
- Possession of a valid California Teaching and Administrative Credential authorizing service appropriate to this position
- Possession of a Master’s Degree
- Minimum 3 successful years experience teaching students who have Individual Education Plans
- District level experience highly preferred
- Regular and special education teaching experience preferred
- Bilingual (Spanish) desirable
