JOB TITLE: Associate Superintendent of Human Resources
BRIEF DESCRIPTION OF POSITION
The Associate Superintendent of Human Resources develops and is responsible for the leadership, management, and coordination of all human resource programs, employee benefits, and the management of the employer/employee relations program for the District. He/she serves as the Chief Negotiator for the District.
This position carries out management responsibilities in accordance with the school district’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
SUPERVISOR: This position reports directly to the Superintendent
MAJOR DUTIES AND RESPONSIBILITIES
Coordinates the recruitment, selection, placement, evaluation, promotion and discipline of all District personnel, implementing relevant bargaining unit contracts, State laws and District policies.
Responsible for all aspects of employee contract management for the certificated and classified bargaining units, including collective bargaining proposals and negotiations; development of contractual agreements; interpretation and clarification of employee agreements, rules policies and procedures; development of job descriptions, classification and reclassification considerations; employee grievances; communication with management and bargaining unit employees.
Serves as District Chief Negotiator in the collective bargaining process for all bargaining units.
Provides leadership and oversight to ensure compliance with the collective bargaining agreements between the District and its employee associations.
Develops and maintains effective relationships with the employee associations’ leadership.
Administers salary schedules for all District employees.
Responsible for the development and maintenance of employee records including personnel files, employee attendance, credentials, criminal background checks, and tuberculosis clearance, CPR/First Aide clearance, and coaches certification.
Develops, controls, and manages the budget for the Human Resources Department.
Provides direction, training and assistance for all management personnel regarding personnel matters.
Effectively communicates with District sites, offices, the Board of Trustees and the community.
Works cooperatively in the area of staff development and training.
In conjunction with the Business Department, assures accurate and timely position control and accurate budget information on all aspects of staffing.
In conjunction with the Business Department, administers District health and welfare benefits programs including negotiation of programs and plan coverage, research of cost containment and coverage options, accounting of employee and employer contributions.
Oversees the District Worker’s Compensation, disability, unemployment and benefits programs.
Supervises the development and revision of procedures and procedure documents in all aspects of personnel service.
Administer salary schedules and salary provisions in accordance with District policy and regulations.
Maintain a constant and positive relationship with colleges and universities training candidates as teachers and other support personnel.
Communicates discipline issues to CCTC as required by law.
Prepare and submit periodic reports relative to the operation of the Human Resources Department as requested by the Board of Trustees and the Superintendent.
Evaluate all assigned personnel.
OTHER DUTIES AND RESPONSIBILITIES
Manages contracts and provides regular training sessions for management.
Participates as a member of the Superintendent’s council; assists the Superintendent in the general planning, organization and leadership of the district.
Attends all School Board meetings.
Upon request, serves as Acting Superintendent in the absence of the Superintendent.
Performs such tasks and assumes such responsibilities as may be assigned by the Superintendent.
SUPERVISION EXERCISED OR RECEIVED
Works under the general supervision of the Superintendent or designee.
Supervises the Human Resources managers and office staff
MINIMUM QUALIFICATIONS
Appropriate California Administrative Services Credential
Master’s Degree
Five or more years of administrative/management experience with progressively increasing responsibility, in a K-12 system
California Teaching Credential preferred
Experience in secondary school teaching and administration preferred
Demonstrated leadership skills
Ability to write quickly, succinctly, and accurately

Annually by the Superintendent.
