Contributions to the 3121 Alternative Social Security Plan made by the District and all new part-time employees will take the place of contributions to Social Security (FICA). Internal Revenue Code Section 3121 provides an alternative to social security as a retirement program for part-time, temporary, and seasonal employees (“3121 Plan”). Employer and employee contributions that would normally be paid to FICA will instead be directed to a qualifying account similar to an IRA (Individualized Retirement Account) or a 403b/457b TSA (Tax Sheltered Annuity) account.
