ANAHEIM CITY SCHOOL DISTRICT ASSISTANT SUPERINTENDENT, EDUCATIONAL SERVICES Department/Division: Educational Services Reports To: Superintendent Provides Direction To: Division Directors Classification Status: Certificated Senior Management (Contracted) Date Prepared: March 29, 2007 Board Adopted: April 2, 2007 GENERAL PURPOSE Under the direction of the Superintendent, leads the education division in the planning, development, implementation, delivery, and evaluation of instructional programs for all preK-6 students; provides decisive, dynamic leadership and supervision of preK-6 curriculum and instruction, including special education, state and federal categorical programs, pupil services, technology, early childhood education, program evaluation, and staff development; fosters continuous school improvement in academic content standards and assessment, teaching and learning, professional development, parent engagement, and governance and funding; ensures compliance with policies, practices and procedures; supervises and evaluates the performance of assigned personnel. ESSENTIAL FUNCTIONS The duties listed below are intended only as illustrations of the various types of work that might be performed. Provides direction in the development and refinement of a strategic vision and plan for student learning and staff professional growth, including instructional and staff development priorities and strategies and training to support identified priorities. 2. In accordance with the established philosophy, goals, and objectives of the District, plans, develops, implements, delivers, and evaluates general curriculum and instruction, special education, categorical programs, pupil services, technology, early childhood education, program evaluation, staff development, and other areas as assigned by the Superintendent. 3. Provides leadership in school improvement processes, programs, and systems, including the development of school plans and accountability measures and high expectations and standards for quality teaching and learning. 4. Directs the process of setting District standards for planning, implementation, compliance, program quality, and evaluation of all preK-6 general, special, and categorical programs. 5. Monitors coherence in student learning through continuous alignment of standards, assessment, accountability, and intervention practices. 6. Provides leadership in ensuring a clearly defined plan for instructing English learners. 7. Facilitates the planning of extended learning opportunities and interventions such as intersession, before- and after-school programs, summer school, extended school year, etc. 8. Directs the District’s assessment program including the development and implementation of assessment procedures that produce accountability for the achievement of all students and state and federal testing programs. 9. Coordinates the District’s library services program and textbook adoptions/ selections and ordering processes. 10. Fosters a strong home-parent-school relationship that benefits all children. 11. Promotes effective, two-way communication; collaborative planning and problem solving; innovative thinking; organizational efficiency; and accountability within the educational services division. 12. Supervises, develops, and evaluates the performance of assigned personnel; plans, assigns, and directs the work of subordinates; rewards and disciplines employees according to District policies; addresses and manages complaints and problems. 13. Prepares, monitors, and revises budgets to maintain fiscal accountability and program quality for all assigned programs and services. 14. Guides the development of plan writing activities including the local education plan, school site plans, school accountability report cards, safe school plans, and various grant-writing tasks. 15. Serves as liaison between the District and educational partners, including state, county, city, businesses, colleges, universities, and parents. 16. Coordinates implementation of established uniform complaint procedures. 17. Assumes other duties and responsibilities as assigned. QUALIFICATIONS GUIDELINES Knowledge of: Applicable sections of state education code and other applicable codes, laws, rules and regulations related to assigned activities; public education system, county and community resources and agencies; interpersonal skills; conflict resolution strategies and procedures; team building methods and techniques; state frameworks; current research and trends in teaching and learning; principles and practices of administration, supervision, and training; curriculum and instruction design and delivery systems; evaluation processes that determine program effectiveness; second language learner curriculum and instruction; state and federally funded programs; special education; early childhood education; staff development programs; best instructional practices and strategies; assessment instruments; oral and written communication skills and computer literacy. Ability to: Plan, develop, implement, deliver, and evaluate general curriculum and instruction, special education, categorical programs, pupil services, technology, early childhood education, program evaluation, staff development, and other areas as assigned by the Superintendent; implement collaborative and team building processes; plan and implement staff development programs; establish and maintain collaborative and effective working relationships with others; maintain records and prepare reports; communicate effectively both orally and in writing; read, interpret, apply, and explain rules, regulations, policies and procedures; train, supervise, and evaluate personnel; motivate staff to implement planned changes; develop, implement, and evaluate instructional strategies; coordinate a variety of schedules; meet schedules and time lines; work independently with little direction; plan and organize work; exchange information and make presentations; read a variety of materials. Education/Training/Experience: Any combination equivalent to: master’s degree in an appropriate area of education and five years’ successful experience in a site and/or district-level administrative position, including broad experience with curriculum, instruction, second language acquisition, and educational leadership roles. Licenses/Certificates/Special Requirements: A valid professional clear California administrative services credential or equivalent; Class C California driver’s license and the ability to maintain insurability under the District’s vehicle insurance policy. WORK ENVIRONMENT The employee will work under typical office conditions, and the noise level is usually quiet or moderately quiet. The employee frequently drives to District sites, training facilities, community meetings and other locations as needed.
