ABOUT THE POSITION
Through effective leadership, the Vice President, Workforce and Economic Development, will supervise, plan, implement, and coordinate with appropriate internal staff and external partners as necessary to assure the District's economic and workforce development mission meets regional business and industry needs and are in consonance with District goals and objectives. The Vice President, Workforce and Economic Development, provides opportunity for staff involvement in the development of policy, procedures and programs. In addition, the Vice President, Workforce and Economic Development, functions effectively as a member of the executive and administrative team.

Duties
The College seeks candidates who exhibit an understanding and commitment to the community college mission, and who have a passion for commitment to student success. The position encompasses the following professional responsibilities and competencies:
• Provide strong, dynamic administrative leadership and fosters a collaborative environment which encourages educational and training entrepreneurship and excellence in delivery of programs and services.
• Possess and energetically promote the vision to guide the college's grants, economic and workforce development efforts and institutional projects into the future.
• Provide leadership and proactively seek appropriate revenue generating and resource development opportunities to enhance the mission of the College.
• Understand and appreciate the mission of community colleges, including the third mission of economic development: enhance business and professional development for all constituents served by the District.
• Engage proactively in regional and statewide policy development and directives having to do with economic and workforce preparation.
• Advocate and promote quality programs and services, and meet the educational and training needs of individuals as well as those of local and regional business and industry.
• Provide leadership and work effectively with K-12 school districts, colleges and universities, business and industry, local government, and community groups and organizations in developing policy, programs and services for articulation with economic and workforce development.
• Provide leadership and successful linkage between academic, career, and technical education programs and services to the community and business/industry.
• Provide leadership and support special projects and initiatives related to the District's mission and institutional priorities.
• Understand and support the College in setting and advancing a legislative and government affairs agenda as appropriately supported by the Superintendent-President and Board of Trustees.
• Understand and support successful community outreach and marketing of the College mission, instructional programs and related services.
• Understand and support an effective public information and outreach program to the community and local/regional media.
• Provide successful leadership to support and promote the President's Circle corporate/individual sponsorship program.
• Understand and support key divisions of the College including successful collaboration with Academic Affairs and its goals, objectives and instructional programs.
• Actively participate in community and business related organizations.
• Work collaboratively and actively engage in the participatory governance process at the College to further goals and objectives.
• Plan, implement, and evaluate change with appropriate consultation.
• Prepare, submit, and monitor the annual budget for areas of responsibilities.
• Train, supervise, evaluate, and direct the work of assigned personnel.
• Represent the District as the chief Workforce and Economic Development officer at state meetings and conferences.
• Perform other duties as assigned.
SUPERVISORY RELATIONSHIPS:
This position reports to the Superintendent-President and supervises and evaluates assigned staff.
PERSONNEL:
Responsible for or effectively recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and evaluation of work, and adjustment of grievances of all assigned staff; administering collective bargaining agreements, employment and promotion selection procedures, and compliance with District policies, rules and regulations regarding personnel; evaluation of the performance of assigned staff, providing direction and assistance wherever a need for improvement is identified.
Qualifications
MINIMUM QUALIFICATIONS:
• Possession of a master's degree; AND
• One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment; AND
• Evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
DESIRABLE QUALIFICATIONS:
• Possession of an earned doctorate.
• At least five years of leadership experience reasonably related to the administrative assignment.
• Extensive and progressive experience in the administration and promotion of economic development and workforce preparation programs and services including demonstrated experience working in a community college environment or directly with community colleges
• Demonstrated understanding of economic development and workforce preparation principles, policies and practices.
• Demonstrated successful grant writing and contracts administration.
• Demonstrated understanding or experience with marketing, government affairs and public information.
• Demonstrated active participation in community and business related organizations.
• Evidence of experience in the areas of organization, planning, development and supervision.
• Commitment to participatory governance and ability to build consensus, resolve difficult issues, and foster a team environment.
• Effective oral, written communication and presentation skills.
• Demonstrated record of fiscal responsibility and accountability.
• Demonstrated advocacy for students and students' needs.
