SUMMARY DESCRIPTION
Under the general direction of the Chief School Performance Officer, is accountable for increasing student outcomes and overall performance among a grouping of schools assigned to an area. In most instances an area includes two vertical groupings of schools including a high school, feeder middle school(s), and feeder elementary schools. The area superintendent is accountable for increased student achievement, increased high school graduation rate, decreased dropout rate, narrowed achievement gap, and increased college matriculation. The Area Superintendent performs related work as required.
EXEMPLARY DUTIES/RESPONSIBILITIES
Build an effective, high-performing team and use area resources consistent with performance management data and specific needs of each unique school in the area; manage administration and operations in adherence to district policy and state law; assess the needs of schools in the area, analyze school performance outcomes, implement District 's performance management process and tools, and identify strategies in order to provide the differentiated support and resources necessary to drive school improvement; provide resources and support to teachers and school staff around data analysis and instructional improvement; create a climate of professional collaboration and sharing of best practices by establishing structures that foster shared learning, information and resource exchange across schools; identify, develop, and assign or recommend assignment of effective leaders at all levels; develop an individualized Leadership Development Plan (LDP) for each principal and conduct regular formal and informal observations to monitor performance against district-determined metrics, targets and goals of the LDP; provide resources and support to develop increased leadership competencies of principals; evaluate principals in accordance with district policy and state law; operate as the Chief School Performance Officer 's designee on disciplinary matters and interventions as provided in state law and district policy including the oversight of schools on probation and school leadership succession; evaluate, in conjunction with the Department of School Performance, existing programs, services and practices to expand those that are most effective and reduce or eliminate those that are less effective; and in collaboration with the WCSD Senior Leadership Team, develop communication systems that ensure smooth flow of information, both vertically and horizontally, to enable all resources to be focused on high priority goals for each school.
EMPLOYMENT STANDARDS
Education/Experience: Any experience equivalent to education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
1. Education: A Master's degree or other advanced degree from an accredited college or university in the area of, educational administration; curriculum and instruction; special education and or related field;
AND
2. Experience: Five (5) years of education leadership experience. Managing within a complex organization essential.
Knowledge of: Operations, management and organizational design; academic standards; services for special needs students; state and federal law, regulations including No Child Left Behind and policies governing special education, Health services, counseling and other related programs; fundamental budget principles; grants management and program evaluation; principles of effective management, staff supervision and administration.
Skilled at: Demonstrating a sense of urgency and taking actions to ensure success; guiding schools to commit to higher expectations and actionable, measurable goals; demonstrating the ability to inspire and motivate others to commit their resources, talents and actions to high priority goals; demonstrating the ability to promote intelligent risk-taking; demonstrating a disposition toward supporting schools in pursuing new ideas that may not have precedent; being data-driven, and a proven track record of using data effectively to identify needs and measure results; adjusting direction and support based on performance; building collaborative relationships to ensure the entire system operates in the most effective manner possible to support school needs; being aware of the interests and motivations of others, and acts with integrity in a politically-charged environment; demonstrating an unyielding commitment to continuous improvement and an unwavering belief that key student outcomes will improve are non-negotiable; planning, organizing, implementing, and evaluating program or district objectives; facilitating groups in order to complete tasks; communicating with internal and external publics; problem analysis and decision-making; data analysis; conflict resolution; personnel evaluation; working with people, staff supervision and administration.
Licenses/Certificates: Possession of, or ability to obtain, a valid State of Nevada driver's license with a driving record acceptable to the District; a valid Nevada teaching certificate; a valid Nevada Educational Administrative certificate.
