About the Employer

Hartnell College is one of the oldest institutions of higher education in California. Founded in 1920 as Salinas Junior College, the school was renamed Hartnell College in 1948, and the Hartnell Community College District was established the following year. The College is preparing to join with its students, employees, alums and the greater community to celebrate its Centennial, beginning in Fall 2019. Hartnell moved into a new building on its current 54-acre site, at 411 Central Ave. in Salinas in 1936. The Main Campus is located in Monterey County, just a 25-minute drive from the scenic Monterey Peninsula and the Monterey Regional Airport. Its Alisal Campus in east Salinas, opened in 2014, houses its Agricultural Business and Technology Institute, its Sustainable Design and Construction Center, a diesel program, an automotive technology program and its computer science program. Hartnell also holds classes at its education center in King City, opened in 2002, and at numerous off-campus locations in north and south Monterey County. Thanks to a $167 million local bond measure – known as Measure T – approved by district voters in 2016, it is preparing to expand that facility and open new centers in Soledad and Castroville, as well as a new state-of-the-art building for its nursing and allied health programs on the Main Campus. Along with renovation of two classroom buildings and new landscaping, also on the Main Campus, those projects are scheduled for completion by 2021. The College serves the Salinas Valley, a fertile agricultural region some 10 miles wide and 100 miles long, as well as part of southern San Benito County. It draws most of its annual enrollment of 17,000 students from Salinas and the communities of Bradley, Castroville, Chualar, Gonzales, Greenfield, Jolon, King City, Lockwood, Moss Landing, San Ardo, San Lucas and Soledad. Students also come from Monterey Peninsula communities and elsewhere in California’s Central Coast, as well as from other states and countries. All are drawn Hartnell's academic excellence and focus on the success of students in its four-year transfer, nursing and technical programs, as well as a proud tradition in intercollegiate athletics, with 12 men’s and women’s teams.

Hartnell College is looking for a tech-savvy professional in an exciting newly created Business Systems Analyst position with dual responsibilities in Financial Aid and the Department of Supportive Programs and Services (DSPS). The job opening's focus is on both the department's compliance and regulatory needs.

 

Description:

 

Under general supervision of a dean or director, analyzes enterprise and/or departmental business processes to identify and participate in implementation and maintenance of technology solutions to meet business and operational requirements; performs applications quality assurance and user acceptance testing and problem resolution; develops detailed business systems documentation; provides a variety of user training and support; collaborates with administrators and Information Technology (IT) staff to ensure the systems capabilities achieves operational and service strategies; and performs related duties as assigned.

REPRESENTATIVE DUTIES:

 

The following is a list of duties that are representative of the position and include, but are not limited to, the following:

 

• Manages applications planning, and implementation of system upgrades and enhancements impacting assigned departments; works with IT staff in the development, implementation and enhancement of assigned functional modules.

 

• Works closely with stakeholders and users to define and analyze business and operational problems, process improvement opportunities, and requirements to enable multiple District stakeholders to achieve business, administrative and academic objectives efficiently and effectively.

 

• Establishes and maintains effective communication between IT staff, and District departments ensuring representation of User interests; relays departmental concerns and issues to the IT for possible IT involvement and/or other specific action.

 

• Analyzes operational and business mandates and legal requirements; identifies and analyzes complex or conflicting business process issues; proposes policy, standards, project directions and strategies to meet the administration's information needs; coordinates with IT staff in the development of priorities.

 

• With IT staff and user stakeholders, supports and implements sound technology solutions to meet detailed business, operational, and reporting requirements; utilizes subject-matter experts to document business processes and formulate solutions; works extensively with IT development teams to develop, test and install agreed-upon solutions.

 

• Coordinate with IT staff to evaluate potential solutions, to ensure District business requirements are met; interacts with vendors and attend vendor training as needed.

 

• Evaluates requests for application enhancements; provides guidance to end users on application use and operating parameters; translates user expectations into technical specifications for enhancement and customization projects; consults with other District and IT staff on business process changes; researches these changes for potential problems, including impact on other areas.

 

• Identifies, troubleshoots and rectifies assigned applications problems and works with IT and department staff to solve procedural, operational and technical problems; may work with outside consultants to solve complex problems.

 

• Provides functional expertise and serves as primary resource to users seeking to obtain complex information, records and reports from assigned systems; designs and generates custom reports, charts and other reporting tools to meet user needs; prepares monthly, quarterly and annual reports for management as required.

 

• In coordination with management, conducts ongoing training in both systems and operational business procedures related to assigned area; ensures training materials are maintained and updated as necessary.

 

• Defines and maintains security profiles for assigned systems and helps coordinate the administration of security and system access of end users with IT staff.

 

• Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.

 

Other Functions:

 

• Serves on committees as assigned, either as a participating member and as an assigned administrative support person who schedules and arranges all details of meetings.

 

• Performs other related duties as assigned.

Supplemental Information

 

EDUCATION/TRAINING:

 

Equivalent to a bachelor's degree from an accredited college or university in computer science, information systems or a related field, or relevant industry certification

 

EXPERIENCE:

 

Four years of increasing responsible experience involving information systems analysis, including advising clients on technology solutions and conducting business process analyses and troubleshooting large, complex software applications.

 

LICENSES AND OTHER REQUIREMENTS:

 

Some incumbents in this classification may require:

 

• Eligibility to access the National Student Loan Data System;

 

• A valid CA driver's license.

 

CONDITIONS OF EMPLOYMENT

 

Regular, full-time, 12-month per year classified position on the Main campus. Weekly Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. Starting salary: $6,175/monthly (Step A). The salary range 36 on the CSEA salary schedule is $6,175 to $7,506 (5 Steps). The district provides health benefits, which currently consist of full medical, dental, and vision insurance for employee and a high percentage of coverage for eligible dependents. District-paid life, accident, and income protection insurance is provided for the employee only. Must become a Public Employees' Retirement System (PERS) member.
