DEFINITION

Under the direction of the Chancellor, and as a member of the Chancellor’s Cabinet, the VC of IT and IR will oversee the strategic application of all aspects of academic and administrative technology at YCCD. The VC of IT and IR provides vision, leadership, oversight and management of the District’s information technology services, institutional research, infrastructure, hardware, and software while closely collaborating with users across the Colleges and throughout the District. The Vice Chancellor of Information Technology and Institutional Research provides strategic vision, technical acumen, and strong communication and interpersonal skills as the Yosemite Community College District builds upon the existing IT and IR services that support teaching, learning, planning, research, operations, administration and other YCCD services.

 

SUPERVISION RECEIVED AND EXERCISED

The Vice Chancellor of Information Technology and Institutional Research reports directly to the Chancellor and is a member of the Chancellor’s Cabinet.

Provides direct supervision over managers, directors and administrative support staff.

MINIMUM QUALIFICATIONS

Education and Experience:

The combination of education, experience and/or training that provide the required knowledge, skills and abilities is qualifying. The pattern that would provide the knowledge, skills and abilities is:

Education: Possession of a master’s degree from an accredited college or university in Business, Computer Information Systems, Computer Science, Management Information Systems, educational administration, or related field. An earned doctorate or other equivalent terminal degree is preferred;

Experience: Seven (7) years of demonstrated successful leadership experience in academic administration, institutional planning and research, or information technology; Five (5) years in an administrative management capacity (Vice President, Senior Director or equivalent position). Management experience in higher education preferred.

Demonstrated cultural competency, sensitivity to and understanding of the diverse academic, socioeconomic, disability and ethnic backgrounds of community college students, faculty and staff.

 

Knowledge of:

• Principles of management and supervision.

• Principles, practices, procedures and maintenance of information systems including computer programming analysis and optimization.

• Network, application, and information security principles.

• Backup and disaster recovery planning and implementation.

• Technical aspects of industry standards of computer hardware, documentation, and security.

• Principles and practices of organizational administration, supervision, and training.

• Research, analysis, and design techniques related to computer programming, system

development methodology and maintenance.

• Interpersonal skills using tact, patience and courtesy.

• Effective oral and written communication skills.

• Data governance practices.

• ITIL Service Management framework.

• Project management and business analysis methodologies (PMP, PMBOK, BABOK, Project+, Six Sigma, etc).

• Community College organizational functions, policies and procedures

 

Ability to:

Provide leadership to all IT teams, including academic technology, administrative applications, data center, desktop support, service desk, media services, networking, operations, programming, telecommunications, and other related technology areas.

• Ensure the preparation, coordination, and prioritization of data requests for state and federal compliance reports, as well as data for program review, research, and planning purposes.

• Provide leadership in staff development and training, staff evaluations, mitigating personnel issues, resolving conflict, and facilitate teamwork.

• Ability to engage in the participatory governance process and work cooperatively with students, staff, corporate partners, local businesses, government agencies, and other educational partners and professional organizations.

• Demonstrable strong, open, collaborative leadership style in supporting interpersonal and group relationships.

• Sensitivity to and knowledge of the diverse academic, socioeconomic, cultural and ethnic backgrounds within the California community college environment.

• Excellent verbal and written communications skills, presentation skills, organizational skills, and interpersonal skills.

ESSENTIAL DUTIES

Provide senior leadership for the District’s Information Technology (IT) organization, which includes district-wide academic computing, administrative computing, service desk, infrastructure, IT security, media services, networking, telecommunications, technical services, web services and IT operations.

• Responsible for the strategy, oversight and management of the District’s Information Technology through the application of industry best practices, knowledge and analysis of key initiatives and projects.

• Oversees the development and implementation of advanced data analysis models for better predictive measures in key areas of the institution with the goals of maximizing student achievement and eliminating student achievement gaps.

• Ensures coordination between Information Technology and Institutional Research to maximize institutional effectiveness and efficiency.

• Develop a collaborative IT strategic planning and implementation process within the District that will fully leverage current and emerging technologies.

• Provide overall leadership, mentoring, and direction to department of over 40 FTE staff and a number of student employees and outside service providers. Maintain a high level of performance through effective recruitment, selection, training, professional development and evaluation of staff.

• Conduct on-going assessment of the current physical technology infrastructure and making recommendations as to next steps for replacement, upgrading, or outsourcing.

• Provide leadership to Chief Information Security Officer (CISO) to analyze, plan, design, implement, maintain, and enhance network security systems, processes, and policies.

• Plan, organize, and manage district-wide technology functions to facilitate and enhance the collection, management, manipulation, storage, reporting, and distribution of computerized data used for analysis.

• Manage and review the existing and secure new contracts with vendors for the District’s academic, administrative and instructional technology systems, monitor module implementation, operational effectiveness, and system upgrades.

• Ensure proper controls and procedures are in place for FTES and MIS reporting and documentation, including all related support for analysis, monitoring, preparation, and training.

• Develop, maintain, and evaluate policies, procedures, and standards required to provide flexible and cost-effective information technology services essential to quality instruction, and administrative processes.

• In collaboration with the CISO, review and enhance strategies for IT security, business continuity and disaster recovery processes for technology systems.

• Maintain Total Cost of Ownership Plan and work with colleges to update college Technology Plans.

• Lead the collaborative process to evaluate, develop, and manage technology use policies and procedures for the District.

• Presents findings of data analysis to interested parties including but not limited to: Board of Trustees, Chancellor and cabinet, administration, faculty and staff (including constituent groups), and students.

• Supports and collaborates with stakeholders in various operational areas on aspects of District research, data analysis, strategic planning, etc.

• Work collaboratively with appropriate campus committees and managers to develop a program to maximize training, access, and use of technology.

• Collaborate with both colleges and provide leadership regarding the acquisition, installation, operation, and maintenance of hardware and software systems.

• Work collaboratively with appropriate campus managers and committees to develop and maintain effective electronic research procedures and technology.

• Contribute to the District’s achievement of accurate enrollment management.

• Develop and promote opportunities for IT staff development and professional growth.

• Review emergent technologies, and assess for suitability for YCCD consideration, to improve and strengthen IT services and support to students and employees.

• Work closely with the District Leadership Team, develop, monitor, and manage the annual technology budget and maintain budget controls and required documentation for categorical expenditures to ensure that strategic IT initiatives can be appropriately funded and successfully implemented.

• Prepare agenda items for the Board of Trustees relating to information technology and arrange for Board reports from the colleges/District regarding information technology.

• In conjunction with the IT staff, establish and maintain relationships with outside service providers, vendors, agencies and consortia to ensure that the District receives superior service and competitive pricing.

• Chair district-wide Information Technology related committees.

• Supervise staff, participate in the selection of personnel; provide information for evaluations and performance appraisals; provide technical guidance and direction; assist in transfer, promotion and salary decisions for Information Technology.

• Serve as a member of the Chancellor’s staff, cabinet, and other committees as designated by the Chancellor.

• Perform other related duties as required.

 

Licenses and Certificates:

Possession of a valid California Motor Vehicle Operator’s License
