Job Summary
The Personnel Commission announces an OPEN and PROMOTIONAL recruitment. This recruitment will result in the establishment of one integrated eligibility list. Promotional candidates will have seniority points added to final passing scores (.25 of a point for every year of classified service up to a maximum of 5 points). This list will be used to fill current and future vacancies and will be active for one year or until cancelled. There is currently ONE positions open in the Payroll Department. This is an 8 hour/day, 12 month position. Under the direction of an assigned supervisor, perform a variety of complex payroll accounting duties; prepare, process, maintain, and audit employee payroll documents, information, records and reports to assure accuracy; provide training and work direction to Payroll personnel as assigned.
Requirements / Qualifications
Training and Experience Any combination of education, training, and experience equivalent to graduation from high school or equivalent supplemented by college level coursework in accounting, finance or related field; three years of increasing responsibility working in payroll or accounting services. Public sector payroll experience is preferred. Knowledge of Applicable federal and state laws, Education Code, labor contracts, and District rules and regulations. Principles and techniques in payroll preparation and processing. Methods, procedures and terminology used in technical accounting work. Financial and statistical record-keeping techniques. Tax withholding, voluntary deductions and employee benefits relating to payroll. Principles and practices of training and overseeing the work of others. District organization, operations and policies. Applicable sections of State Education Code and other applicable laws. Modern office practices, procedures and equipment. Telephone techniques and etiquette. Interpersonal skills including tact, patience and courtesy. Oral and written communication skills. Interpersonal skills using tact, patience, and courtesy.
Ability to Oversee a variety of payroll accounting activities to assure District employees are paid in an accurate and timely manner. Review, prepare, process and evaluate payroll forms, applications and variety of financial documents. Prepare and analyze comprehensive payroll reports and statements. Training and provide work direction to assigned personnel. Learn, understand, interpret, and explain payroll related laws, codes, rules, regulations, policies and procedures. Identify and resolve financial errors and discrepancies. Prepare, maintain, and evaluate financial and statistical records and reports. Monitor, audit, adjust and reconcile payroll data. Work confidentially with discretion and maintain confidentiality of employee and payroll information. Meet schedules and timelines. Perform mathematical calculations quickly and accurately. Establish and maintain cooperative, and effective working relationships with others. Communicate with diverse groups and individuals.
