Job Summary

Under general direction to plan, organize, supervise and direct the District’s accounting and financial programs including budget development and control; to perform the more difficult financial recordkeeping and report duties; coordinate a complete system of school district accounting services including financial needs; Other areas of responsibility are; purchasing, security and protection of property, insurance programs, school planning and construction, cafeteria services and to assist with legal, legislative matters.

An example of an acceptable combination is: Education and experience equivalent to a Master’s Degree in Business Administration, School Business Management, Accounting or a related field. Five years experience in business administration, including at least three years of responsible business management experience in a public school system. Possession of a working knowledge of California laws, policies and procedures related to school business management.

ELIGIBILITY LIST: Eligibility lists will be created from this recruitment and will be good for one year or until the list is exhausted. These lists are updated as a result of continuous testing. Lists will be used as follows: To fill the current vacancy and future permanent vacancies which may occur during the life of the eligibility list. The answers to the supplemental questions will be rated by a panel of subject matter experts. The designated passing score is a minimum of 70%. The weight of the oral exam is worth 100%. This score will include seniority credit or veterans points if applicable. RESOLUTION No. 33-03-11 DESIGNATION OF SENIOR MANAGEMENT POSITIONS "...WHEREAS, positions in the senior management of the classified service shall be filled from an unranked list of eligible persons who have demonstrated managerial ability who have been found qualified for the positions as specified by the district superintendent and determined by the Personnel Commission...." PRIME DUTIES & RESPONSIBILITIES: 1. Plan, organize, supervise and direct the District’s financial and accounting programs including budget development and control, payroll preparation and accounting, attendance reporting, accounts payable and receivable, student body accounting and special projects. 2. Evaluate the financial needs of the district. 3. Estimate and monitor the district income. 4. Develop and recommend long-range financial plans, develop budget projections and projections of income from county, state and federal sources. 5. Participate and direct internal auditing and related financial activities; assist external auditors as needed. 6. Compile, analyze and supervise information and date in order to prepare a wide variety of reports related to the budget, financial/accounting activities and attendance; conduct financial, statistical and analytical studies as required. 7. DESIRED QUALIFICATIONS: 1. Extensive background experience in budgeting, budget control and recordkeeping, cash management, payroll auditing, debt financing, financial recordkeeping and reporting. 2. Responsible professional level in accounting or related experience in fiscal service operations in a California school district including supervision or coordination of the work of others. 3. Ability to apply training, knowledge and experience to maximize efficiency of the department functions. 4. Ability to prepare and present clear, concise reports/information to school district personnel, federal, state, county and others seeing information related to school business accounting. 5. Knowledge and experience with computer hardware used in the business office. 6. Ability to learn and interpret laws, rules, regulations affecting school district accounting operations. 7. Ability to work cooperatively with people and to take an interest in community. 8. Ability to organize and supervise programs and personnel. 9. Ability to communicate and display human relations in working with classified and certificated personnel, administrator and the public. 10. Ability to communicate effectively, both orally and in writing. 11. Thorough knowledge of governmental budgeting, accounting and auditing theory and practices. 12. Familiarity with the principles of risk management in health insurance, liability insurance, worker’s compensation. 13. Familiarity with State of California school construction/modernization applications and process as well as school bond funding sources.
